A maximum of three riders per nation can compete in each team competition. Each nation that qualified for a team competition (20 teams in show jumping and 15 each in eventing and dressage) received three starting places for the respective individual competitions. Riders whose nations do not have a team still had the opportunity to secure a single starting place, of which there were 15 in the competitions in show jumping and dressage and 20 in eventing. The teams qualified through various tournaments, while the riders for the individual competitions qualified through a ranking list. As the host nation, Japan is entitled to a starting place in every team competition.
MERIn order to be able to start a dressage team in Tokyo, in addition to the qualification, the Minimum Eligibility Requirements (MER) by three riders was required. This percentage qualification criterion requires that these riders achieved a result of at least 66 percent at a Grand Prix de Dressage at least twice in 2019 . A 5 * dressage judge from another nation must have judged these tests. Brazil and South Africa did not succeed. However, both were awarded a quota place in their regional group individually. Thus, the two team starting places were awarded to the two nations that had not yet qualified, whose placements of their three best riders in the Olympic qualification rankings resulted in the lowest total. These were Austria (through Ulrike Prunthaller , Victoria Max-Theurer and Stefan Lehfellner ) and France (through Morgan Barbançon , Anne-Sophie Serre and Alexandre Ayache ).

A.At the qualifying event Group C2, Ukraine achieved a team starting place. Since only René Tebbel of the riders starting for the Ukraine was able to show the necessary individual successes by the end of 2019, the Ukraine lost the starting place again. Instead, the Czech Republic moves up as a team.
B.At the qualifying event for Group F, Ali bin Chalid Al Thani and Bassem Hassan Mohammed tested positive for carboxy-THC, a cannabis breakdown product. Due to a decision by the FEI against the riders, the Qatari team lost the team starting place they had won in Rabat. Instead, Morocco got the team's Olympic starting place.

C.In the course of drawing up the qualification lists for the Olympic Games, protests were raised against Mathilda Karlsson's qualification over the individual starting places of the group G. Karlsson had achieved the necessary successes mainly at three tournaments in Villeneuve-Loubet in December 2019. At these tournaments there were very few riders at the start due to the announcement. After checking, the FEI determined that at each tournament of these tournaments two tests had been added after the entry deadline, which counted for the Olympic ranking list. Although originally approved by the FEI, these tests were declared inadmissible due to the FEI rules and regulations and therefore canceled. With that Mathilda Karlsson lost ranking points, her starting place was given to the now better placed Kenneth Cheng for Hong Kong.
