World Rugby Sevens Series 2018/19
The four best teams were able to secure a quota place for the Olympic Games through the World Rugby Sevens Series 2018/19. Thus, the Fiji Islands and the United States, as well as New Zealand and South Africa are qualified for Tokyo.
Asian qualifying tournament
At a tournament from November 23 to 24, 2019 in Incheon , South Korea , a quota place for the games was awarded to South Korea as the winner of the tournament. Japan did not participate as it is already qualified to host.

Since the team from South Africa decided not to participate in Tokyo, Kenya got the quota place for Africa as runner-up. That is why Tunisia, fourth in the African Championship, alongside Madagascar, is allowed to participate in this tournament as the second African representative. The French city of Biarritz has applied to host the tournament.
