The 31st party conference of the Christian Democratic Union of Germany took place on December 7th and 8th, 2018 in Hamburg , the venue was the exhibition center . The CDU federal executive committee was elected according to the schedule . For party chairman was Annegret Kramp-Karrenbauer selected. Angela Merkel had already announced in October that she no longer wanted to run for chairwoman. On the second day, December 8th, JU chairman Paul Ziemiak was elected to succeed him in the office of general secretary, following a proposal by Kramp-Karrenbauer .

Annegret Kramp-Karrenbauer was elected CDU chairwoman

On October 29, 2018, Angela Merkel announced that after 18 years as chairwoman of the CDU in Germany, she would no longer run for this office at the federal party conference in December.

A large number of applicants had announced that they would run for the election of the party chairman. In order to be able to stand as a candidate at the federal party congress, it was necessary to be nominated by a division of the party (federal, state, district or district association) or a proposal from a delegate at the party congress. Before the party congress, Annegret Kramp-Karrenbauer, Friedrich Merz and Jens Spahn presented themselves to the CDU membership in eight regional conferences within 14 days. A clear favorite did not emerge, but Merz was considered the preferred applicant by business circles. According to a Forsa survey among German citizens who were asked to choose between Kramp-Karrenbauer and Merz, Kramp-Karrenbauer was more popular than Merz, who was awarded more leadership and economic competence.

In the first ballot, Annegret Kramp-Karrenbauer was ahead of Friedrich Merz (392) and Jens Spahn (157) with 450 votes. The runoff election was decided by Kramp-Karrenbauer with 517 of 999 votes cast (51.75 percent) against Merz, for whom 482 of the delegates (48.25 percent) voted.

With the election of the previous general secretary Annegret Kramp-Karrenbauer as CDU chairwoman, the general secretary position became vacant. On the second day of the party congress, Paul Ziemiak was elected on Kramp-Karrenbauer's proposal (503 of 801 votes = 62.8 percent). This was the first time in the history of the CDU that a chairman of the Junge Union changed to the position of CDU general secretary.

Migration pact

The debate on the evening of the first day about the party leadership's proposal for the Global Compact for Safe, Orderly and Regular Migration (Migration Compact) was controversial . The application assessed it as a means of controlling and limiting migration and protecting migrants' rights. The delegates approved him with a large majority.

Solidarity surcharge

The delegates approved the proposal to abolish the solidarity surcharge by 2021. Because the SPD, as a partner of the grand coalition, wants to keep the supplement for those receiving high incomes, implementation during the legislative period is considered unlikely.

German environmental aid

The CDU wants to have the charitable status of German environmental aid checked. The association has enforced driving bans for diesel vehicles in several German cities. The tax authorities are responsible for checking the public benefit. Funds already planned in the federal budget for the association should be blocked with a blocking notice; no more funds are to be provided in future budgets. On this point, too, the SPD takes a contrary view.

Double social contributions

The CDU wants to relieve recipients of company pensions and direct insurance, who since 2004 have had to pay both health insurance and long-term care insurance contributions when paying out more than 150 euros per month. This is felt to be unfair. About six million pensioners are affected, some of whom took out their insurance before double taxation was introduced. The majority of the delegates accepted the application despite the rejection of the application committee. The coalition partner SPD has long been calling for the abolition of double taxation.
