Rainer Wicklmayr (born January 12, 1929 in Itzehoe ; † August 14, 2020 ) was a German lawyer and politician ( CDU ).

Life and work

Rainer Wicklmayr attended elementary schools in Ludweiler / Warndt and Würzburg as well as high schools in Würzburg and Völklingen during the evacuation in 1939/40. After graduating from high school in Saarbrücken in 1949 , Wicklmayr began studying law and political science at the universities of Saarbrücken, Paris and Freiburg im Breisgau , which he completed in 1954 with the first state examination in law. He completed his legal training in Rhineland-Palatinate and his doctorate in 1957 at the Albert-Ludwigs-University of Freiburg to Dr. jur. In 1958 he passed the second state examination in law at the Neustadt Higher Regional Court on the Weinstrasse . 1958–1969 he worked at Röchling'sche Eisen- und Stahlwerke GmbH in Völklingen as head of the legal department and the property department. In 1970 he became a member of the board of directors of the Kreissparkasse Saarbrücken .

Political party

Wicklmayr joined the CDU in 1959, was chairman of the CDU city association in Völklingen for several years and from 1978 to 1980 deputy chairman of the CDU Saar .

MP

Wicklmayr was from 1960 to 1965 council member of the city of Völklingen and chairman of the CDU city council group. In 1965 he was elected to the Saarland state parliament, to which he was a member until 1990. Here he was temporarily chairman of the committee for constitutional and legal questions and chairman of the "steel faction".

Public offices

On July 13, 1970, Wicklmayr was appointed Minister for Labor, Social Affairs and Health Care to the Saarland government led by Prime Minister Franz-Josef Röder . In 1974 he moved to the head of the Ministry of Justice (Ministry of Justice) and from 1974 to 1980 he was also the representative of the Saarland at the federal level. In 1977 he was also appointed Deputy Prime Minister. Wicklmayr was also a member of the subsequent government headed by Prime Minister Werner Zeyer and was Minister for Justice and Federal Affairs from 1979 to 1980. He then served as the country's interior minister until July 1984.

Rainer Wicklmayr initiated the Naturland Foundation Saar in 1976 together with his former parliamentary group colleague and Saarland state chairman of the " Federation for the Environment and Nature Conservation Germany " (BUND), Berthold Budell . For Wicklmayr, the triggering moment for the establishment of this foundation was the observation that in the 1960s and especially in the 1970s the large-scale change and destruction of habitats for flora and fauna represented the basic problem of nature conservation, to which there was no adequate response until then. As an appropriate response to the destruction of natural landscapes, Wicklmayr developed the concept of a systematic purchase of biotopes by the new foundation; According to the initiators, this offered the best protection against interventions that could destroy the landscape.

Under the leadership of Wicklmayr, the foundation has developed over the years into an active and professional institution, which, with the wholly-owned subsidiary Naturland Ökoflächen-Management GmbH, founded in 1998, took another step towards professionalizing nature conservation in the Saarland.

After 43 years, the Naturland Foundation Saar has acquired over 800 hectares of property spread over 114 protected areas throughout the Saarland. (As of 2019)

Against the background of the strong urban sprawl in the Saarland landscape, Wicklmayr campaigned for the reclamation of near-natural landscape areas by dismantling disruptive structures. At his suggestion, §6 (protection of uncut landscape areas) of the Saarland Nature Conservation Act was amended to the effect that all responsible authorities in the state must work towards "restoring uncut areas by dismantling plants that are not necessary to cut the landscape."

In order to make the implementation of this paragraph economically attractive, the Ministry of the Environment has issued appropriate funding programs, such as LENA (Landscape Unseal Activate Nature). The ÖFM has so far dismantled four emigrant farms as well as 2 campsites, 2 industrial wastelands, a game enclosure and several weekend plots and ponds. (As of May 2017). The ÖFM has already implemented the requirements of the Water Framework Directive in cooperation with the municipalities in 6 bodies of water.
