The Shiga Prefecture ( Japanese 滋賀県 , Shiga-ken ) is a prefecture of Japan . It includes the old Ōmi province and extends along Lake Biwa . Shiga is located in the Kinki region on the island of Honshu . The seat of the prefecture administration is Ōtsu .

The main building of the prefecture administration in the Kyōmachi district of Ōtsu, completed in 1939. The prefectural parliament also meets here.

Successor Yukiko Kada as governor of Shiga is since 2014 the former democratic lower house deputies Taizo Mikazuki . In June 2018 , Mikazuki was re-elected for a second term with broad support from the non-communist parties and 83% of the vote against the CPY-backed Manabu Kondō. The voter turnout reached 40.6%, the second-lowest value historically since the 2002 election. In the 2015 parliament, which was reduced to 44 members from 13 constituencies, the Liberal Democratic Party (LDP) remained the strongest force in the April 2019 elections with 16 seats, the Shiga and team the KDP won a total of twelve seats, the KPJ four, ten election winners were without a formal party nomination.

In the national parliament , Shiga has been represented by four directly elected MPs in Shūgiin since 2002 , four Liberal Democrats in 2017 , and in Sangiin the prefecture elects one MP per partial election, after the elections in 2016 and 2019 the defeated gubernatorial candidate of 2014, Takashi Koyari , for the LDP and Ex-Governor Kada for the center-left opposition, who founded the Hekisuikai faction together with the opposition MP Takako Nagae from Ehime, who was also newly elected in 2019 .

Administrative division

With the introduction of modern parishes in 1889, Shiga Prefecture consisted of 6 small towns and 189 villages (in 13 counties). The first two independent cities were not built until the 1930s (Otsu 1933 and Hikone 1937). Through incorporations and mergers, the number of parishes fell from 203 (1920) to 67 (1955) to finally 46 in 2005. Since 2010, the prefecture has consisted of 13 independent cities ( Shi ) and 6 small towns ( Chō ), the latter grouped into three districts .

Ōtsu is the seat of the prefecture administration and since 2009 a "core city" ( chūkakushi ).

As in most prefectures without a designated city, Shiga's public security commission consists of three members who are appointed by the governor with the approval of parliament. The Shiga police force consists of around 2,200 police officers who (as of April 1, 2013) are on duty in 12 police stations, 56 kōban and 106 rural police houses (chūzaisho) .
