Thomas Henry Carter (born October 30, 1854 in Portsmouth , Ohio , † September 17, 1911 in Washington DC ) was an American politician ( Republican Party ) who represented the state of Montana in both chambers of the US Congress .

Life

Originally from Ohio, Thomas Carter moved with his parents to Illinois at an early age , where the family settled in Pana . He attended the public schools there, worked in agriculture, as a teacher and in railway construction; at the same time he studied law . After being admitted to the bar, he moved to Burlington , Iowa , and later to Helena , Montana Territory , in 1882 .

Carter became politically active in his new home. He represented the territory from March 4 to November 7, 1889 as a non-voting delegate in the House of Representatives in Washington; after the admission of Montana as a federal state in the United States, he held the official office of a member of Parliament from November 8, 1889, which he held until March 3, 1891. The attempt to re-elect was unsuccessful.

In 1891 Carter joined the General Land Office as commissioner ; the following year he was elected chairman of the Republican National Committee , the party organization of the Republicans. He held this post until 1896.

On March 4, 1895, he returned to Congress as a US Senator . Carter remained in the Senate until March 3, 1901; during this time he was, among other things, chairman of the Committee on Relations with Canada and the Census Committee . After he had meanwhile been appointed by US President William McKinley to the board of trustees of the Louisiana Purchase Exposition and had also served as its president, Carter ran again for a Senate seat in 1904 and was again successful. His second term in the parliamentary chamber lasted from March 4, 1905 to March 3, 1911. He did not run for re-election. This time he was, among other things, chairman of the Foreign Ministry's expenditure control committee .

After his departure from the Senate, Carter took over the chairmanship of the US delegation to the International Joint Commission , which had the task of resolving disagreements between the United States and Canada over the use of the common border waters. However, he died in Washington in September of the same year.

The Carter County , Montana is named after Thomas Henry Carter.
