The constituency was number 3 of the Lower Saxony constituencies in the 1949 federal election. After that, he received the nationwide constituency number 25. For the federal elections from 1965 to 1998 he had the number 21, 2002 to 2009 the number 27 and since 2013 the number 26.

Originally, the constituency comprised, as it does today, the city of Wilhelmshaven and the district of Friesland, albeit under the constituency name Wilhelmshaven - Friesland . Before the federal election in 1965, the constituency was renamed Wilhelmshaven and the constituency area was also changed. The eponymous city of Wilhelmshaven remained with the constituency, but the municipalities of Bockhorn , Neuenburg (incorporated into Zetel in 1972), Sande , Varel , Varel-Land (incorporated into Varel in 1972) and Zetel were transferred from the Friesland district to the Oldenburg constituency . In the course of the municipality reform in 1972, the municipality of Gödens was incorporated into the municipality of Sande. It still belonged to the constituency of Wilhelmshaven in the 1972 Bundestag election and was added to the Oldenburg constituency for the 1976 Bundestag election. In addition, from 1965 the districts of Aurich and Wittmund belonged to the constituency of Wilhelmshaven.

In the course of the reorganization of the constituencies before the federal election in 1980, the constituency was rebuilt under the name Friesland - Wilhelmshaven . After that, it again included the area of ​​the municipality of Sande. The municipalities of Bockhorn, Varel and Zetel returned to the constituency for the 2002 federal elections. For the 2013 federal election, the name of the constituency changed with the same delimitation to 26 Friesland - Wilhelmshaven - Wittmund .
