mode

The preliminary round is played in two groups of four teams each in an everyone-against-everyone format. The first two of each group qualify for the semifinals. As usual in international hockey, a game for third place is played. The last two of the two groups form group C and play for participation in the following European championship. The teams take the result against the nation from their own group. The last two from the group of four descend into the B-pool and the first two are allowed to take part in the next European championship.
