The 2003/04 season was the 14th and final season of the Regionalliga as the second highest division in women's football . 59 teams play in five groups for promotion to the Bundesliga or against relegation to the association / upper league.
The championship titles were secured by Victoria Gersten , Tennis Borussia Berlin , SG Essen-Schönebeck , TuS Niederkirchen and TSV Crailsheim . SG Essen-Schönebeck and TSV Crailsheim made it into the Bundesliga in the promotion round. In addition, the season was characterized by qualifying for the newly created 2nd Bundesliga .
North
Champion Victoria Gersten renounced the promotion round to the Bundesliga. The women's soccer department of Wittenseer SV joined the Holstein Kiel club .
