The national teams from 7th place in the world rankings played the two remaining places in a multi-stage system in qualifying tournaments between October 2012 and February 2013. A total of 18 countries registered for the six tournaments.

The winners of the pre-qualification - Denmark and the Netherlands - and the six national teams in the world rankings 13 to 18 met in the first qualifying round in two groups (E & F) of four teams. Only the two group winners reached the second qualifying round, in which they then met the six teams that finished 7th to 12th in the world rankings. There was again played in two groups (C & D) with four teams each. The respective group winners finally qualified for the Olympic ice hockey tournament.

The International Ice Hockey Federation formed a ranking among the non-qualified nations that was also included in the 2014 IIHF world rankings .

Pre-qualification

In September and October 2012, two pre-qualification tournaments were played. The eight registered teams took part in it from position 19 onwards after the 2012 World Cup. The pre-qualification was played out in two groups. The teams eligible to participate, who were at the bottom of the world rankings, acted as hosts.

The winners of the pre-qualification tournaments were the teams from Denmark and the Netherlands, who were therefore allowed to participate in the qualifying tournament in groups E and F.
