The Persian Gulf Pro League 2016/17 was the 16th season of the highest Iranian soccer league since it was founded in 2001 and the 34th competition for the Iranian national championship. The season started on July 25, 2016 and ended on May 4, 2017. The defending champion was Esteghlal Khuzestan FC .

The clubs played a double round tournament , which resulted in a total of 30 games per team. The game was played according to the 3-point rule (three points per win, one point per tie). The table was determined according to the following criteria:
- Number of points scored
- Goal difference from all games
- Number of goals in all games
At the end of the season, the team with the highest points qualified for the group stage of the AFC Champions League 2018 . The second and third placed should start in the play-off round of the Champions League. In addition, the winner of the Hazfi Cup would have taken part in the group stage. However, since the cup winner did not receive a license and places became vacant in the access list for the Champions League, the league second and third moved directly into the group phase and the fourth placed into the play-off round.
The two clubs with the fewest points were relegated to the second-rate Azadegan League .

Paykan Tehran returned to the Persian Gulf Pro League as champions of the Azadegan League 2015/16 after a year of abstinence . The second newcomer, Machine Sazi FC , last played in the highest Iranian league in the 1996/97 season. The third promoted Sanat Naft Abadan spent the last two years in the Azadegan League after being relegated in 2013.
The three promoted teams replaced the last three clubs in the 2015/16 season , Malavan Anzali , Rah Ahan and Esteghlal Ahvaz . Esteghlal Ahvaz had to return to the Azadegan League after just one year in the Persian Gulf Pro League. For Malavan Anzali and Rah Ahan, relegation meant the end of their eleven and twelve years of membership in the Iranian upper house of football.
