Haughey government 1
The Haughey 1 government was the 16th government of the Republic of Ireland , in office from December 11, 1979 to June 30, 1981.
After four years in the opposition, Fianna Fáil (FF) again won an absolute majority in the parliamentary elections on June 16, 1977 , and had 84 out of 148 MPs. Jack Lynch , Taoiseach (Prime Minister) from 1966 to 1973 , was elected Head of Government on July 5, 1977 with 82 votes to 61 by the Dáil Éireann (Lower House of the Irish Parliament). Jack Lynch resigned on December 11, 1979. The Minister for Health and Social Affairs, Charles Haughey , was elected as successor by the Dáil with 82 votes against 62. The ministers were elected by Parliament the following day and appointed by the President . The ministers of state were appointed on December 13th.

Reshuffles
The Ministry of Economic Planning and Development was renamed the Ministry of Energy on January 21, 1980, and the Ministry of Industry, Trade and Energy was renamed the Ministry of Industry, Trade and Tourism on January 23. On January 24, 1980, the Ministry of Transport and Tourism became the Ministry of Transport. The Minister of Transport and Tourism, George Colley took over the Department of Energy on January 22nd. The Minister of Post and Telegraphy, Albert Reynolds , took over the transport department on January 25th.
In the Ministry of Public Service Michael O'Kennedy was replaced on March 24, 1980 by Gene FitzGerald .
On March 25, 1980, five additional ministers of state were appointed.
Defense Minister Pádraig Faulkner resigned on October 15, 1980 and was elected Ceann Comhairle (President of the Dáil Éireann). The Defense Department took over Environment Minister Sylvester Barrett , Ray Burke became the new Environment Minister.
Treasury Secretary Michael O'Kennedy resigned on December 16 and joined the European Commission. The Ministry of Finance took over Labor Secretary Gene FitzGerald , who remained Minister for Public Service. The new Minister of Labor was Tom Nolan , previously Minister of State in the Ministry of Health and Social Affairs. Minister of State in the Department of Agriculture was Michael Smith , the previous incumbent Thomas Hussey succeeded Tom Nolan.
