The 1963/64 season was the 20th season of Division 1 as the highest Swedish ice hockey division . Brynäs IF became champions for the first time in the club's history . Clemensnäs IF , Gävle GIK , KB 63 and Östers IF were relegated to the second division.

In the main round, the league was divided into two groups (North and South). Each of the eight teams per group played a total of 14 games. The four best-placed teams in each group qualified for the final round, in which the champions were played. The four last placed in each group had to compete in a relegation round, the four last placed relegated to the second division. Each team received two points for a win, one point for a draw and zero points for a defeat.
