action

A year after the events of the first part, the four Turtles still spend their lives in the New York sewers and only go to the surface at night in order not to be seen. April O'Neil, a reporter friend of the Turtles, discovers that scientist Dr. Baxter Stockman works for the imprisoned Shredder and, together with the Foot Clan, organizes its liberation. April informs the Turtles of Stockman's plan. The Foot Clan attacks the prisoner transport in which Shredder is transported together with the criminal Bebop and Rocksteady. Just before the Turtles can finally prevent Shredder from escaping, Stockman uses a teleporter, whereupon Shredder disappears. Shredder is teleported to another dimension and meets the alien Commander Krang there. Krang explains to Shredder that Stockman's teleportation device is part of a part of his arc machine that opens a portal from Krang's dimension to Earth. The other two parts of the machine are in a New York museum and in the Brazilian rainforest. With Shredder's help, Krang wants to put the missing pieces together, open the portal and conquer the world. In return, Shredder is given the opportunity to defeat the Turtles, for which he receives a mysterious purple liquid from Krang.

After Shredder's disappearance, law enforcement officer Casey Jones, who accompanied the prisoner transport, is questioned about the incident. Organized Crime Investigative Director Rebecca Vincent doesn't believe Casey's story. Because of this, Casey decides to find out what happened on her own. Meanwhile, Shredder is back in New York and recruited Bebop and Rocksteady, who were also able to flee with him. In Stockman's company, Shredder gives them the purple liquid "Ooze", which turns out to be a mutagen . The two mutate into a warthog and a rhinoceros in human form. April, who has sneaked into the company building to investigate, observes what is happening and is able to steal the remaining dose of Ooze and an injection dart. On the run from Shredder's Foot Clan, April loses the ooze container that the police have found and comes across Casey, who has followed in the footsteps of Bebop and Rocksteady. After Casey routed the Foot Clan, the Turtles appear. April introduces Casey and the Turtles, and they go down the sewer together.

In the Turtles' hiding place, Donatello uses the injection arrow to find out that the mutagenic effect could also be reversed and thus turn mutants into normal people. He shares this knowledge with Leonardo, because with the help of the Ooze the Turtles could lead a completely normal life among humans. Leonardo rejects Donatello's proposal. However, Michelangelo overheard the conversation and tells Raphael about it. A quarrel ensues between Leonardo and Raphael because he believes that the four brothers would make decisions together. Leonardo and Donatello, who was able to determine the whereabouts of Bebop and Rocksteady with the help of the ooze, then go to the American Museum of Natural History , where Shredder and his henchmen were able to steal the second missing part from Krang's arc machine. There Donatello finds out why the parts are needed.

Raphael, who is excluded from the mission at the museum with Michelangelo, persuades April, Casey and his brother to bring the ooze back from the police headquarters. With the help of Vern Fenwick, the three break into the NYPD headquarters, where the Foot Clan has already gotten ahead of them and has taken the Ooze. In the ensuing fight, the Turtles can take the ooze, but are stopped by the police. For the first time they face other people and realize that their appearance triggers fear and hatred. April and Casey can get between the Turtles and the police in time, which the Turtles use to escape. Rebecca Vincent arrests April and Casey because April can be seen in a rigged surveillance video as she steals the ooze from Stockman's laboratory.

The Turtles pursue Bebop and Rocksteady in search of the third and final part of Krang's machine in the Brazilian rainforest. But even in this fight, the Turtles cannot prevent the part from falling into Shredder's hands. Back in New York, Shredder and Stockman can assemble the arc machine and open the portal in Krang's dimension through which Krang's war machine, the Technodrome, comes to earth. Shredder has Stockman, who is no longer important to him, brought to Tokyo and goes to the Technodrom. In the Technodrom, Shredder realizes that he has been betrayed by Krang and that Krang wants to conquer the world without him. Krang freezes Shredder and keeps it in a collection. Meanwhile, the Turtles have to decide whether to use the ooze to take on human form and thus fight the public against Shredder and Krang. Although Leonardo is for it, he puts the proposal up for decision. Raphael takes the ooze container and destroys it realizing that they have to accept their mutation.

With the help of Vern, who stole the original surveillance video from Stockman's lab, April proves to Rebecca Vincent that Shredder and Stockman are in cahoots. April and Casey are then released. While the Technodrome continues to assemble, April arranges a meeting with the police and the Turtles. With the help of the NYPD, the Turtles get to the Technodrom unseen by the public in order to bring the tracking device that composes the Technodrom back to the other dimension. April, Casey and Vern are supposed to deactivate the control station that keeps the portal open on the ground. In the fight against Krang, the Turtles can put his robotic body out of action and use a drone to steer the tracking transmitter and Technodrom back into the portal. Casey can defeat Bebop and Rocksteady with the help of a hand grenade in a shipping container. April and Vern defeat Shredder's right-hand man, Karai, and deactivate the portal. Krang disappears into his dimension through the closing portal, but swears by revenge.

In the end, Bebop and Rocksteady are arrested and Stockman is still at large. In the presence of April, Casey and Vern, the Turtles will be honored in the evening on Liberty Island by Rebecca Vincent and the NYPD for their services to the city of New York. Vincent offers the Turtles to make their existence public in order to lead a normal life among the people. However, the Turtles reject Vincent's offer and want to continue offering their help from behind the scenes.

Even for Emma Thrower from the film magazine Empire , the sequel is considerably better than the first part, but still criticizes the lack of ideas of those responsible behind the Turtles franchise . Geoff Berkshire of the industry journal Variety , judged that Teenage Mutant Ninja Turtles: Out of the Shadows is just as loud, mind-numbing and undemanding as its predecessor and never deviates from the usual blockbuster formula.
