The Wyschtscha Liha 1998/99 ( Ukrainian Вища ліга ) was the 8th edition of the highest Ukrainian league in men's football . The season began on July 7, 1998 and ended on June 25, 1999.

Sixteen teams played against each other twice over a total of 30 match days, divided into a first and a second round. Defending champions Dynamo Kiev won the seventh league title in a row. The bottom of the table was relegated directly to the Perscha Liha . In a relegation game Prikarpattja Ivano-Frankivsk secured the league's whereabouts against the fourth of the Perscha Liha, Dnipro Cherkasy .
