The Wyschtscha Liha 1999/2000 ( Ukrainian Вища ліга ) was the 9th edition of the highest Ukrainian league in men's football . The season began on July 12, 1999 and ended on June 20, 2000.

Sixteen teams played against each other twice over a total of 30 match days, divided into a first and a second round. Defending champions Dynamo Kiev secured their eighth championship title five match days before the end of the season. This year there were three relegated teams, as the league was reduced to 14 clubs in the following season.
