When the team took off again in the helicopter, it was still under heavy fire; a shell launched by a bazooka misses the helicopter and flies right through it. The work of the team is directed by Rebecca Ingram by telephone and with video surveillance.

The film was sponsored by Samsung and exists in two versions. One version in widescreen format is intended for Samsung VR , the other version in square format is for playback on Samsung Gear VR. Rebecca Ingram, wife of Senator John Donovan, who is running for US President, recently handed over management of CTU's national headquarters to Keith Mullins and is publicly honored for eliminating terrorist Ibrahim Ben-Khalid. Army rangers Eric Carter and Ben Grimes were part of their six-strong special unit that carried out the operation in Yemen. Ben-Khalid's allies have now revealed the identity of these team members and are looking for a steel cassette, which they torture and kill the team members one after the other. With the help of his wife Nicole, Carter escapes the attackers and then brings them to safety with his brother Isaac, a drug dealer. Ingram suspects that Mullins is working as a mole for the terrorists at CTU, and therefore keeps the current events a secret from him, including with electric shocks . Carter goes to see Grimes, who is mentally unstable as a result of the war, and finds the steel cassette with him that contains a USB stick with the names of sleeper cells in the USA. When the terrorists attacked Carter and Grimes armed, Grimes, who felt left alone by the state, flees with the USB stick. Meanwhile, high school student Amira Dudayev, along with her chemistry teacher David Harris, is keeping a secret from their classmate Drew Phelps that they are both sleepers.

In exchange for the fact that the state is not helping him enough as a veteran, Grimes demands $ 2 million in cash from Carter by 2 p.m. to return the USB stick. Otherwise he threatens to hand over the stick to the terrorists. These are led by Ibrahim's son Jadalla and are already impatient with the activation of the sleeper cells for fear of discovery. When Phelps finds out that Dudayev has conspired with Harris, Harris beats him in the chemistry lab until he thinks he's dead. Meanwhile, Nicole secretly overhears a phone call from Isaac's friend Aisha, in which she plans to cheat him on his next drug deal. Eric Carter also uses an explosive belt to force two patrolmen to let them smuggle him into the evidence room of their police station, where he wants to quickly take the cash out of time. Eric's plan fails because the police prevent him from leaving the chamber and because Ingram and data analyst Andy Shalowitz, who are helping him at CTU, are discovered doing their secret operation. Ingram and Shalowitz had recently discovered that Donovan's campaign manager, Mizrani, was the likely traitor, not Mullins. But she argues against. Donovan from sympathizing with Islamist extremism. He trusts her and wants to use her to anticipate the early publication of revelations that would burden him.

Eric Carter blows a hole in the wall of the evidence room so he can exit. Just as the police encircled him while he was on the run, the police officers there received confirmation from the CTU that Carter was in CTU's service, so that he could get safe conduct from them. Mullins is now in charge of CTU management again, Ingram and Shalowitz are released after a brief interrogation. Carter meets with Grimes and lets him lead him to the subway station where he hides the USB stick. Carter cheats on his friend by assuring him that he will not be monitored. When Grimes tries to hand the stick to Carter, they are surprised by Jadalla and his helpers, who pull the stick back at gunpoint, injuring Grimes and Thomas Locke, the head of CTU's secret operations division. Meanwhile, Phelps, who, contrary to Dudayev and Harris' assumption, is not dead, manages to escape from school to a nearby sports field, where he collapses due to injury. Dudayev accompanies Phelps in the ambulance to get rid of him for good. Meanwhile, John Donovan learns from Ingram that Mizrani is suspected of being a traitor by CTU. However, John's influential father Henry secretly had the evidence for this suspicion falsified to support John's election campaign.

Eric Carter and Grimes are taken to CTU headquarters. Taking up a suggestion from Grimes, Eric von Mullins wants permission to go on a mission to find the arms smuggler Gabriel in order to find Jadalla. Since Mullins rejects this as too daring, Eric and Grimes set about implementing the plan on their own initiative, for which they first break out of CTU custody. Mullins has informed the US president that there is currently a risk of activating 15 to 20 terrorist sleeper cells. Nicole manages to escape Aisha and calls Isaac to warn that Aisha wants to have him murdered; after that she is arrested by the police. Isaac then returns to his accommodation and bribes the police to ensure that Nicole is released by the police. He also lies to his brother about Nicole's situation. John Donovan quickly discovers that Henry placed the evidence incriminating Mizrani. Henry explains this with the fact that his company, which works for him in the Middle East, was blackmailed by IS, and because of this he disclosed the names of Eric's task force to Jadalla's terrorist group. Amira Dudayev is in the hospital where Phelps is being treated. At the instruction of her brother Khasan Dudayev, who is also a terrorist sleeper and bomb maker, she pumps air into Phelps' infusion system.

John has his father arrested and interrogated at CTU. There, much to John's displeasure, Henry denies his contact with Jadalla. Isaac suspects his previous cronies of assisting in his murder and therefore arouses their suspicion. Nicole refuses an advances from Isaac, with whom she was previously in a relationship, and wants to finally leave his violent environment. Ben Grimes leads Eric to Gabriel, whom they have lured to the meeting with top secret US missile construction plans stolen from CTU. It is only when Eric is shocked that he learns that Grimes still owes him money. Since Gabriel regards him as a defaulting debtor, he has him executed by an assistant. Then Eric manages to keep Gabriel in check until CTU agents arrive. Shortly after Gabriel commits suicide, Eric uses his fingerprint to find Jadalla. Mullins revokes Shalowitz at CTU headquarters for helping Eric and Ben escape. Meanwhile, Amira and Khasan Dudayev receive an unexpected visit from their father at home. Because he suspects his children of terrorist plans, they tie him up. Then the sleeper cell that the siblings make is suddenly activated. Responsible for this is the unauthorized action of one of Jadalla's helpers, whom Jadalla therefore punishes with death.

During interrogation, Henry continues to deny having revealed the names of Eric's former team to Jadalla. When Nicole wants to be picked up from the Isaacs estate by CTU employees, the CTU convoy and Isaac's helpers are attacked by heavily armed helpers from Jadalla, they kidnap Nicole and Isaac. With the threat of harming his relatives, Jadalla blackmailed Eric for help in reconstructing the addresses of the sleeper cells that are on the damaged USB stick. Meanwhile, with Eric's help, CTU discovered Jadalla's hiding place, but found it abandoned because Jadalla had been forewarned by an unplanned press release about the shooting at Gabriel. Meanwhile, Harris delivers some chemicals to Khasan Dudayev, who uses them to complete the explosive barrels with detonators that will serve as bombs for the impending terrorist attack. When Harris and Amira want to flee from Khasan, an armed conflict breaks out, as a result of which Harris and Khasan die. Amira, who sees herself as a fighter against the “infidels”, then drives the truck with the bomb straight to the George Washington Bridge in New York City . Her father was able to free himself and warn the CTU, but the CTU could no longer prevent Amira from detonating the bomb in the middle of the bridge, killing hundreds of people.

In New York City, public transportation is severely restricted due to the bombing. Since CTU is unsuccessful in getting Henry to admit his support for Jadalla with conventional interrogation, Ingram, with Mullins' permission, arranges for Henry to be interrogated outside of CTU using advanced methods. To do this, she has her ex-lover, former CTU agent Tony Almeida, take him to a secret location. Almeida and his helpers immediately begin preparing for Henry's torture. Since John does not remain hidden from the fact that his father is absent from CTU, they also have him taken to the interrogation site. Andy is kidnapped by Eric so that he can restore the data of the remaining 14 sleeper cells on the USB stick for Jadalla. In fact, the two plan to make the stick with computer viruses unusable. When Locke notices the kidnapping of his life partner Andy and wants to prevent it, he is left tied up by Eric. When Eric and Andy Jadalla surrender, Nicole and Isaac are released. Jadalla orders his helpers to kill Nicole and Isaac on their way back.

Locke breaks free and informs CTU of Eric and Andy's plan. CTU uses Locke's information to locate the Jadalla hiding place where the two were taken. Meanwhile, Isaac and Nicole have succeeded in overpowering their pursuers and foiling their murder. Isaac calls his clique from the drug milieu to free Eric together with them. As Andy's intention to erase the USB stick is quickly noticed, he sets out to reconstruct the data under torture by Jadalla. When he finishes it, Isaac and his heavily armed gang attack Jadalla and his helpers in the warehouse. When the battle ended and Jadalla wanted to flee, a missile hit the hall, which the US Secretary of Defense had ordered to be launched. Isaac, Andy, Eric and Jadalla are injured. Eric notices the disappearance of the well-known Asim Naseri, one of Jadalla's helpers, and orders his arrest. Meanwhile, Ingram, in the presence of John, has his father tortured by Almeida and his helper with injections of a mind-altering agent. Henry suffers excruciating pain in the process, but he does not provide any information about how he was in contact with Jadalla. When Ingram receives the news of the missile hit, she lets the torture break off.

John wants to abandon his presidential candidacy because of his father's involvement in terrorist acts. After he has brought Henry home, he reveals that his actions were only aimed at paving the way for him to the White House. Asim Naseri sets out to get Jadalla out of CTU custody. To do this, he blackmailed CTU security guard Stephen Grant with the threat of killing his illegitimate lover Jennifer Marshall, who had Naseri tied up at home with a remote-controlled explosives belt. By evaluating Naseri's calls, the CTU locates Marshall's house. Eric deactivates the remote detonator with the help of the telephone from CTU, thus saving her from death. Meanwhile, Grant follows Naseri's instructions at CTU headquarters and enables him to infiltrate the CTU building with a few helpers. Only when Jadalla is being led out by Grant does one notice the connection between Grant and Marshall in the CTU. There is an exchange of fire between Ingram and Naseri's team, in which Grant dies. When the infiltrators flee the building with Jadalla, they unexpectedly meet John Donovan, who wants to visit his wife, and therefore kidnap him without further ado. Only during the escape does Jadalla learn from Naseri that he was the bodyguard of Jadalla's father.

Eric learns from his wife that she has discovered his secret intention to apply to be a CTU agent. Meanwhile, Jadalla arrives in a hiding place with his father Ibrahim, from whom he only now learns that he is still alive. Ibrahim, half disfigured, and Naseri reveal that they wanted to test Jadalla for Ibrahim's successor. In order to get revenge for Ingram's mission in Yemen, Jadalla then extorts Ingram by phone to surrender himself to him in exchange for John. For John's protection, Ingram only entrusts the blackmail to Eric Carter, who helps her with the exchange. The terrorists have planned a sports field for this, the lawn of which is soaked with petrol. When Ingram arrives there, Jadalla's helpers release John elsewhere. Ingram refuses to read a confession, Jadalla is shot by Eric, the lawn catches fire. While Eric is looking for Ingram in the sea of flames, he hears her calling out that Ibrahim is still alive. Ibrahim Bin-Khalid and Naseri bring Ingram to a secret location, where they plan to publicly execute her, also in order to harm the USA. To thwart this, Ingram tries suicide, but ultimately unsuccessfully. By letting his confidante Daniel Pang take over the management of the CTU headquarters, Simms wants to prevent further access from there to the secret data on "East July". This is the code name of an operation once ordered by Simms and not approved by him, which involved the kidnapping of Naseri's daughter Ara as leverage against Naseri. Naseri assumes that Ara was killed by the US Army rangers. To find out what Simms was hiding regarding the operation and to free Ingram, Eric Carter lets John Donovan smuggle him into Simms' office in the Pentagon . While they are holding Simms captive, they discover that Ara is still alive and is being held captive in a country house. Because Simms suspected this discovery, he commissioned Almeida to make Ara disappear permanently. When Eric tries to free Ara, Almeida's cleanup team refuses to let him leave the house.
