The federal constituency of Hagen - Ennepe-Ruhr-Kreis I (constituency 138) is located in North Rhine-Westphalia and includes the independent city of Hagen and the cities of Breckerfeld , Gevelsberg , Schwelm and Ennepetal from the Ennepe-Ruhr district . The constituency consisted of only the city of Hagen until 2002 and was then expanded to include part of the Ennepe-Ruhr district due to the declining population of Hagen. Since 1961, the constituency has been won by the respective SPD candidate in all federal elections.
