In the group stage, four teams compete against each other in four groups in home and return matches. The group winners and runners-up qualified for the quarter-finals, while those placed third and fourth were eliminated from the competition. If two or more teams were tied, the placement was determined by the following criteria:
Number of points in direct comparison
Goal difference in direct comparison
Number of goals in direct comparison
Number of away goals in direct comparison
If, after applying criteria 1 to 4, several teams still occupied the same place in the table, criteria 1 to 4 were reapplied, but only to the matches between the teams in question. Should this also not lead to a definitive placement, criteria 6 to 9 were applied.
1The Sudan Football Association was temporarily suspended by FIFA from July 7-13, 2017. As a result, it was not possible for the two Sudanese clubs to play their last group matches. They were each rated 3-0 for the opponent.
