The impetus for the "GAZ-2975" project came from an order from the company "Bin Jabr Group Ltd" (BJG) from the United Arab Emirates , which had transferred 60 million US dollars for the development. The actual client turned out to be the King Abdullah II Design and Development Bureau (KADDB) of the Jordanian King Abdullah II. The coordination and further development of the project was carried out by the GAZ subsidiary PKT, translated as "Industrial Computer Technologies" (ЗАО «Промышленниые компьлениотерные компьлютерные ПКТ)). The first prototypes, called "Tiger HMTV", were presented to the public at the IDEX-2001 international exhibition in Abu Dhabi in 2001. The client liked the armored vehicle, but no contract for an order was signed. However, in June 2005 the Jordanian-Arab company "Advanced Industries of Arabia" (80% of the shares owned by the company BJG) began producing almost identical armored vehicles with the designation Nimr in different variants.

The mechanical engineering company "GAZ" was left with a vehicle developed through to series production without a buyer. Meanwhile, some vehicles from a second batch were produced, which were presented in 2002 under the designation GAZ-233034 "Tigr" at the MIMS 2002 exhibition. After two prototypes of this batch were handed over to the Moscow SOBR department (such as rapid special forces) for a test run at the end of the same year , the vehicle was of interest to the management of the Ministry of Interior of the Russian Federation. The Ministry of the Interior finally acted as the client. Series production takes place in the "Arsamaisk Engineering Factory".

Initially, this model was planned as a purely military vehicle and was primarily developed to be able to carry people and various types of cargo on the road and off-road under possible fire. The civilian variant received the designation GAZ-2330 ( Russian ГАЗ-2330 ). The vehicle is based on a frame structure that carries all the units and various body parts. The five-door body is made entirely of metal and can carry a maximum of ten people or a load of 1500 kg. The army version can be loaded with a lower payload of 1200 kg. The cargo compartment is separated from the interior of the crew. The standard equipment of the vehicle includes: power steering, independent wheel suspension with torsion bars and hydraulic suspension with stabilizers, differential lock, reduction gear with off-road reduction, automatic tire pump system, auxiliary heating and electric winch .

The non-armored variant GAZ-233001 "Tigr" can optionally be equipped with air conditioning, audio or sound system, electric window lifters and additional heating or anti-lock braking system.

The differential gear can be locked with a button on the center console, while the off-road reduction can be operated with a lever. Among other things, the tire pressure control system , the suspension and the differential construction were taken over from the armored troop transporter BTR . The frame or the body parts are made of welded, heat-treated armored steel with thicknesses between 5 mm for the SPM-1 and 7 mm for the SPM-2 variant. The armored vehicle weighs around 700 kg more than the standard unarmored version. The body is removable, which means that a standardization in the production process has been achieved in that a body for civil or military use can be placed on the chassis, depending on the area of ​​application. Both the GAZ-2975 and GAZ-2330 are very robust off-road vehicles that can operate in the temperature range from −50 ° C to +50 ° C without any problems. Even 1.2 m deep water can be driven through without preparation. After series production, it was planned to manufacture 1000 vehicles in the year. The cost of a "Tigr" in the civilian version should exceed 60,000 US dollars in 2005.

SPM-1 "Tigr" with ballistic protection class 3 according to the classification GOST R 50963-96 or NATO STANAG 4569, level 2 . Used as a special police vehicle for the Ministry of Interior of the Russian Federation. The front section corresponds to ballistic protection class 5 according to the classification GOST R 50963-96. At the Russian MAKS-2011 air show, the Tula Design Bureau for Instrument Manufacture presented a modernized version of the 9K135 Kornet anti-tank missile system based on the GAZ “Tigr”. It is an automated launcher with a target acquisition system and four installed anti-tank missiles. The vehicle is equipped with two extendable launchers and thus has eight ready-to-use missiles, including the necessary target acquisition devices with screens for the gunner and a further eight missiles in the reserve inside the vehicle. The system has been in the field test phase on the Kapustin Jar military site since the beginning of 2016.
