He graduated from Reno with a BA in 1967 and an MS in 1973 , and in 1979 he graduated from Southwestern Law School in Los Angeles with a doctorate in law ( JD ). He then worked at the University of Southern California in Los Angeles.

In addition to his legal practice, he worked as a pilot with both civil airlines and from 1975 to 1996 with the Nevada Air National Guard , most recently as its deputy commander. He flew a reconnaissance plane in the Iraq war. He also worked as a hydrologist for the Office of Federal Water Master . From 1989 to 1993 he was a Republican member of the Nevada Assembly . From January 3, 1997 until his resignation on December 31, 2006, he was an elected member of the US House of Representatives in Washington . Instead of a re-election for Congress , he was able to win the election for the governor of Nevada.

In the run-up to the 2010 gubernatorial elections , in view of some scandals and controversy during his tenure, there was speculation as to whether Gibbons would run again. Ultimately, he ran again, but lost in the primary of his party against Brian Sandoval , the Attorney General of Nevada, who then prevailed in the actual election against the Democrat Rory Reid and was thus able to replace Gibbons on January 3, 2011.
