As of the 2000 census , the county had 44,479 people. There were 19,296 households and 12,252 families. The population density was 18 people per square kilometer. The racial the population was composed of 90.59% white, 0.30% African American, 3.14% Native American, 0.93% Asian, 0.16% residents from the Pacific island area and 1.66% from others ethnic groups; 3.23% were from two or more races. 4.76% of the population were Hispanic or Latino of any race.

Of the 19,296 households, 24.40% had children and young people under the age of 18 living with them. 49.50% were married couples living together, 10.00% were single mothers. 36.50% were not families. 29.30% are single households and 12.70% have someone who is 65 years of age or older. The average household size was 2.27 and the average family size was 2.75 people.

For the entire county, the population was composed of 21.40% of residents under 18 years of age, 6.50% between 18 and 24 years of age, 23.50% between 25 and 44 years of age, 29.00% between 45 and 64 years of age 19.50% were 65 years of age or over.
