Of the 193 recognized state associations, 120 applied for the 16 final places in the men's soccer tournament during the 1996 Summer Olympics in Atlanta . The United States national soccer team automatically qualified to host.
Europe (UEFA)
The 1996 European Under-21 Football Championship was also the qualifying tournament of the European Zone ( UEFA ) for the Olympic football tournament in Atlanta. A total of 46 teams played for five available places. In the preliminary round, these teams played in eight groups and the first-placed team made it to the quarter-finals. In the preliminary round and in the quarterfinals, a first leg and a second leg were played. A total of 212 games were played in the European qualifying tournament.
France , Italy and Spain qualified as semi-finalists for the Olympic tournament. Scotland , which was also in the semi-finals, could not qualify for this competition because it did not have a National Olympic Committee recognized by the International Olympic Committee . Hungary and Portugal qualified as the best quarterfinal losers for the tournament.

Asia (AFC)
In Asia, 25 teams played in three group phases for the three starting places to be allocated for the Olympic Games. Qualification began on June 24, 1995 and ended on March 27, 1996.
In the first round there were seven groups with 3 teams and one group with 4 teams. The respective group winners play in two groups of four teams to move into the third round. Of the four participants in the third round, the first three qualify for the final round.

The first round took place from June 24th to October 20th, 1995, and was played in home and return matches.

The second round was held from March 16-21, 1996 in Malaysia.

The third round games took place on March 24 and 27, 1996 in Malaysia. The results of the games Japan – Iraq and South Korea – Saudi Arabia (both 1: 1) were taken from the 2nd round.

Africa (CAF)
A total of 27 teams applied for the three African starting positions. The teams were divided into three groups of eight, each of which determined one Olympic participant in the knockout system in the return game mode .
Pre-qualification
In January 1995, six teams competed in a pre-qualification, which was also played in the return game mode .

In April 1995, 24 teams competed in the first qualifying round.

North and Central America (CONCACAF)
17 teams from the Continental Association of North, Central America and the Caribbean competed for a direct starting place for the Olympic Games as well as a further place in the intercontinental play-offs against the winner of the oceanic qualifying round. The participating teams initially played in two separate preliminary rounds - a preliminary round for North and Central America and another preliminary round for the Caribbean - a total of six participants in a final group stage, for which the Canadian national soccer team was automatically qualified as host.
North and Central America Preliminary Round
In the North and Central American preliminary round from February to August 1995, three participants were determined for the final round in a return game mode .

From the two groups of four in the Caribbean preliminary round, whose games were played in June and August 1995, the respective group winners qualified for the final round. The games of group 1 took place in Jamaica , those of group 2 in Trinidad and Tobago .

In the final round held in Edmonton in May 1996 , the group winners qualified directly for the Olympic Games. The group runner-up reached the intercontinental play-offs against the winner of the oceanic qualifiers, Australia.

South America (CONMEBOL)
In South America ten applicants played out two participants in the Olympic Games in two group phases.
1 round
First, the teams were divided into two groups of five, from which the two first-placed teams qualified for the final round. The games of group 1 were played from February 18 to 27, 1996 in Tandil , the games of group 2 in the same period in Mar del Plata .
