In the final stood the teams from the GDR, which had won the gold medal four years earlier, and Czechoslovakia, which won the tournament the first time they participated. For Czechoslovakia it was the only title in an intercontinental football tournament. The team of the Soviet Union could not use the home advantage and only reached 3rd place.

The German national soccer team of the amateurs was eliminated in the qualification against Norway, but would not have participated after qualification due to the Olympic boycott.

The hosts of the Soviet Union, Czechoslovakia, defending champions GDR and Yugoslavia were set as group heads. Then the teams from South America ( Argentina and Colombia ), the two remaining representatives from Europe ( Spain and Norway ), from Africa ( Zambia, Ghana and Algeria ), from North and Central America ( Costa Rica and second participant ) as well as from Asia ( Kuwait, Syria and Iraq ).

After the draw, Argentina, Norway and Ghana boycotted the Olympic Games until the start of the tournament, which were then replaced by Venezuela, Finland and Nigeria. Cuba was reported as the second participant from North and Central America.

Mode of the final tournament

The 16 qualified teams were divided into four groups of four teams each. The first two in each group qualified for the quarter-finals. From the quarter-finals onwards, the tournament was played in the knockout system .

In the groups, the ranking was determined according to the following criteria:

  1. Number of points from all group games;
  2. Goal difference from all three games;
  3. Drawing of lots by the FIFA Organizing Committee in the event of a tie and goal difference.

From the quarter-finals onwards, if the score was tied, there was an extension of 15 minutes twice , if there was still a tie, a penalty shoot- out was carried out.
