The 13th U-21 European Football Championship was again won by Italy . It was the third win in a row for the Italians. Germany failed in the quarter-finals to France . The final round took place in Spain from May 28th to 31st, 1996 .

The tournament also served as the European qualifier for the men's soccer tournament at the 1996 Olympic Games in Atlanta .

All teams entered were divided into eight groups. The group winners determined the four participants in the final round in the two legs. The semi-final winners determined the European champions in the final, while the semi-final losers played for third place.
