The finals of the 34th U-17 European Football Championship took place in Azerbaijan in May 2016 . It was the first final round of a UEFA competition in Azerbaijan, after the 2012 U-17 Women's World Cup took place there. All UEFA member associations applied to participate. Azerbaijan was selected alongside the two hosts for 2014 and 2015 at the UEFA Executive Committee meeting on March 20, 2012 in Istanbul .
qualification
The first qualifying round, in which all applicants except hosts Azerbaijan and Germany took part, was drawn on August 28, 2015. Germany received a bye for the elite round in advance. The remaining 52 teams played in 13 groups of four teams each. The group first and second as well as the five best group third qualified for the elite round. Qualification started on September 22, 2015.
Austria met Lithuania, Luxembourg and Serbia in Group 5 in Luxembourg from October 24th to 29th, 2015 and qualified as group winners for the elite round. The Switzerland met in Group 1 from 22 to 27 October 2015 in Wales in Albania, the Netherlands and the host and also increased as a group second behind the Netherlands in the elite round on.
The elite round, in which the 15 other finalists were determined, took place in spring 2016. The draw for this took place on December 3, 2015.
Qualified for the elite round
The draw for the elite round took place on December 3rd. On November 19th the division into the lottery pots took place. In the draw, none of the group winners from the qualifying round could meet the runner-up in their group at the time. In addition, decisions by the UEFA Executive Committee and the UEFA Emergency Committee prevented Russia and Ukraine from meeting.

Germany hosted Group 4 and played against the Netherlands, Slovakia and Bulgaria from March 24-29, 2016. Switzerland played in Group 1 from March 28 to April 2, 2016 in the Czech Republic against Denmark and Scotland. Austria played in Group 6 from March 29th to April 3rd with defending champions France against Greece and Iceland.
Mode of the final tournament
The 16 qualified teams were divided into four groups of four teams each in an open draw. Within the groups, each team played each other once. The group winners and runners-up reached the quarter-finals. Their winners reached the semi-finals and the semi-final winners reached the final; Third place was not played out. The regular playing time was 40 minutes twice. From the quarter-finals onwards, after regular time there was no extra time after a tie, but a penalty shoot-out immediately afterwards .

Preliminary round
The preliminary round was held in four groups with four teams each. The draw took place on April 8, 2016. The four group winners and runners-up qualified for the quarter-finals. In the event of a tie, first the direct comparison and then the goal difference decided the ranking.
