The 12th U-21 European Football Championship was won by Italy . It was the second win for the Italians. Germany failed in the qualification. For the first time a final round was held. France was the host . The game was played from April 15 to 20, 1994 . The Portuguese Luís Figo was named golden player of the tournament.
