The 14th U-21 European Football Championship was won by Spain . It was the second victory for the Iberians. Defending champion Italy failed to qualify. Germany came in fifth. The final round took place in Romania from May 23 to 31, 1998 . The Spanish goalkeeper Francesc Arnau was named golden player of the tournament.
