52 teams took part in the qualification. These were divided into 13 groups of 4. The groups were played on a few days in autumn 2007 in one of the countries participating in the group, including Germany. From these groups 28 teams came in seven groups of four in the second qualifying round, in which all German-speaking countries still participated. The group winners of the second qualifying round qualified for the final round alongside hosts Turkey.

mode

The four teams in each group met each other once, with the winner of a game receiving three points and, in the event of a tie, both teams receiving one point each. The teams with the highest points in each group met in the semi-finals, where the winner of one group played against the runner-up in the other group.
