The 1st U-18 European Football Championship was held from May 25 to June 3, 1981 in the Federal Republic of Germany . While the German team became European champions with a 1-0 win over Poland , Austria was eliminated in the preliminary round, Switzerland and the GDR were unable to qualify for the final round. The German team was also able to win the world title for the first time in October 1981 .

The 16 qualified teams were divided into four groups of four teams each. Within the groups, each team played each other once. The group winners reached the semifinals. The winners of the semi-finals contested the final, the losers played for third place.
