The 19th U-19 European Football Championship was held in Liechtenstein from July 16 to 26, 2003 . The winner was Italy with a 2: 0 victory over Portugal . Defending champion Spain could not qualify like Germany and Switzerland , Austria was eliminated in the semifinals.
The UEFA decided a little change of mode. A semi-final was introduced between the preliminary round and the final. Instead, the game for third place was canceled.

The eight qualified teams are divided into two groups of four teams each. Within the groups, each team plays each other once. The first two in the group contest the semi-finals. The semi-final winners reach the final.
