  • The early election to the 27th Grand National Assembly of Turkey took place on June 24, 2018 at the same time as the presidential election to determine the 600 members of the national parliament of Turkey . With the election, the constitutional amendments came into force, which had been legally approved in the 2017 referendum . Among other things, the office of Prime Minister was abolished and the number of MPs increased by 50.

    The formation of electoral alliances gave the smaller parties an opportunity to overcome the current 10 percent hurdle for entry into parliament. The winner of the election was the Cumhur İttifakı (People's Alliance) made up of the ruling conservative AKP and the far-right MHP , which together achieved an absolute majority of the votes.

    To the starting position

    After the previous election in 2015, the AKP had an absolute majority of the parliamentary seats. The Kemalist- social-democratic Cumhuriyet Halk Partisi (CHP) was the second strongest force, alongside the right-wing extremist Milliyetçi Hareket Partisi (MHP) and the socialist-Kurdish Halkların Demokratik Partisi (HDP) were represented in parliament.

    At the end of 2016, MHP politician Meral Akşener was expelled from her party. In October 2017 she founded the İyi Parti (İYİ) to run for the next presidential and parliamentary elections.

    In November 2017, MHP Chairman Devlet Bahçeli publicly questioned the ten percent threshold. It is an obstacle that is difficult to overcome and that may need reform. Although the CHP criticized the fact that this consideration was only being discussed on the basis of the current surveys in the MHP, it also said that the threshold clause should be changed. A three percent clause may be conceivable, said the party spokesman for the CHP.

    The electoral alliance between the ruling Adalet ve Kalkınma Partisi (AKP) and the MHP, which has been in practice since 2016, was officially announced by Erdoğan on February 20 under the name “ Alliance of the People(Cumhur İttifakı) . In addition to the common electoral list in the parliamentary elections, it also included the fact that the MHP renounced its own presidential candidate and instead supported Erdoğan. The Büyük Birlik Partisi (BBP) could also join this alliance , but the MHP refused (the BBP emerged as a spin-off from the MHP). The Party of Happiness (SP) refused to join this alliance despite some attempts by the AKP.

    On the night of March 12th to 13th, 2018, a majority in parliament passed a motion by the AKP and MHP to amend the electoral law. This change allowed electoral alliances. If the valid votes of the parties in an alliance together reach ten percent, then the individual parties have also overcome the ten percent hurdle. The AKP had previously announced that it would enter into an alliance with the MHP; this would help the MHP to enter parliament.

    The regular date for the next election would have been November 2019. On April 17, 2018, Devlet Bahçeli commented on early elections and suggested August 26, 2018 as the election date. The opposition parties CHP, İYİ, HDP and the SP announced after these statements that they were ready for any election. The next day Bahçeli and President Erdoğan held a meeting and a few hours later the President announced June 24, 2018 as the election date. The reasons given were macroeconomic decisions, the civil war in neighboring Syria and the situation in Iraq , as well as the “old” (parliamentary) system. The early elections were approved by parliament on April 19 with 386 of a possible 537 votes.

    As the CHP announced on April 22nd, 15 of its MPs resigned from the party in order to join the İyi Parti and give the İYİ with its previous five MPs a status as a group in parliament and thus participate in the early elections.

    On May 5th, the four opposition parties CHP, İYİ, SP and DP announced the official establishment of the electoral alliance (“ Alliance of the Nation ”). Of the three parties that could actually have participated in the election, the Bağımsız Türkiye Partisi (BTP) opted for a boycott. The Democrat Parti (through the İYİ) and the Büyük Birlik Partisi (through the AKP) each introduced their candidates via the electoral lists of other parties.
