Parliamentary election in Turkey 2007
The early election for the 23rd Grand National Assembly of Turkey took place on July 22, 2007. The 550 members of the national parliament were elected . The new elections came about because the 11th presidential election failed because of the minimum quorum and no president could be elected. The Constitution prescribes new elections in this case, the announced Constitutional Court in accordance with § 101 of the Constitution bringing forward the election to be held as scheduled in October of 2007. Parliament decided on May 3, 2007 to bring the parliamentary elections forward and hold them on July 22, 2007 .
Three parties made it into parliament: the Justice and Recovery Party (AKP), the Republican People's Party (CHP) and the Milliyetçi Hareket Partisi Nationalist Movement (MHP). After the election, several independent candidates joined together to form different parties, including the Democratic Society Party (DTP), which with 20 members even had parliamentary groups.
General
In Turkey, 10 percent, the highest threshold clause in Europe applies (in accordance with Section 33 of the Electoral Act). In order to circumvent this clause, some parties with a localized electorate, such as the DTP, decided to send their candidates to the polls as independent candidates. A total of 699 independent candidates and 14 political parties stood for election.
The minimum age for the right to stand for election was 30 years. 42,799,303 million people were eligible to vote, 36,056,293 million cast their votes in 158,967 ballot boxes. The turnout was 84.25 percent. The High Election Committee ( Yüksek Seçim Kurulu ) published the list of all participating parties and independents on May 4, 2007.
In the provinces of Adıyaman, Ağrı, Artvin, Bingöl, Bitlis, Diyarbakır, Elazığ, Erzincan, Erzurum, Gaziantep, Giresun, Gümüşhane, Hakkari, Kars, Malatya, Kahramanmaraş, Mardin, Muş, Ordu, Rize, Siirt, Sivason , Şanlıurfa, Van, Bayburt, Batman, Şırnak, Ardahan, Iğdır and Kilis, the polling stations were open from 07:00 to 16:00 UTC +2. In the remaining provinces, the opening times were from 08:00 to 17:00 UTC + 2.
Before the election there was an electoral alliance between the Cumhuriyet Halk Partisi (CHP) and the Demokratik Sol Parti (DSP). It was decided that the DSP would not stand for election and put its candidates on the CHP's list. 13 DSP candidates resigned from their party, were elected to parliament on the CHP list and rejoined the DSP after the election.

Official end result
The official election result was announced on July 30th. On July 27th, Recep Tayyip Erdoğan was commissioned by President Sezer to form a government. The new parliament met for the first time on August 4th.

(1) One seat remained vacant due to the accidental death of a member of parliament. Therefore the MHP had only 70 instead of 71 seats.
Independent MPs
Some parties ran their candidates as independents for this election because they feared that the threshold clause would fail. Former top politicians like Mesut Yılmaz or Kamer Genc also went this way to be elected to parliament. The independent candidates have resigned from their parties pro forma. However, once they have been elected, they can re-join their parties. Smaller parties can then be represented in parliament via this detour. You can also form a parliamentary group with 20 independent MPs. The candidates of the Kurdish DTP founded the campaign of a thousand hopes (Turk .: Bin Umut ; Kurd .: Heviyan Hezar ) to support and present their candidates nationwide. This campaign was also joined by candidates from other parties, such as the ÖDP and the SDP.

- The Party for Freedom and Change ( Hürriyet ve Değişim Partisi ) did not take part in the elections despite being allowed to vote.
- The Motherland Party ( Anavatan Partisi ) and the Right Path Party ( Doğru Yol Partisi ) wanted to unite to form the Democratic Party ( Demokrat Parti ). However, this failed, so that only the DYP renamed itself to DP and took part in the elections. The ANAP waived the elections on June 6th.
- The Democratic Left Party (DSP), the pro-Kurdish Democracy Toplum Partisi and the Social Democratic People's Party did not take part in the election.
- Instead, the Democratic Left Party put its candidates on the CHP's list .
- The independent candidate for the 2nd area in İstanbul Tuncay Şeyranlıoğlu was shot dead by unknown perpetrators while driving.
- 49 women will be represented in this Parliament: 28 women from the AKP, 10 from the CHP, 9 independents and 2 from the MHP. At 8.9%, this corresponds to the highest proportion of women in the history of Turkey.
- The newly elected MP for Istanbul Prof. Dr. Mehmet Cihat Özönder had an accident in a car a few days after the election. The high electoral committee decided that no other candidate could move up, so one seat in parliament remained vacant.
Effects of choice
- The chairman of the Democrat Parti Mehmet Ağar announced during the election evaluation (July 22, 2007) that he was stepping down from his post as party leader. The deputy chairman Nüzhet Kandemir then also announced his resignation.
- In Istanbul alone, 100,000 euros (178,200 YTL ) were spent on the disposal of election posters, flags and other propaganda materials .
