The sixth presidential election in Poland since the beginning of the Third Republic took place in its first round on May 10, 2015. In addition to the incumbent President Bronisław Komorowski (supported by the liberal-conservative Platforma Obywatelska ), the EU parliamentarian Andrzej Duda for the national conservative party Law and Justice and Paweł Kukiz as a right-wing populist, system-critical individual candidate stood for election .

Contrary to all polls, Duda achieved first place in the first round with 34.76 percent of the vote, ahead of Komorowski with 33.77 percent; Third place went to Kukiz with an unexpected 20.8 percent. In the runoff election between the first two on May 24, 2015, Duda prevailed with 51.55 percent of the vote against Komorowski with 48.45 percent, making him the elected President of the Republic. This was the narrowest result in a presidential election in Poland's history. Duda was inducted into office on August 6, 2015.

Electoral process

Art. 128 of the Polish constitution provides that the election date is set by the Sejm Marshal and must be 75 to 100 days before the end of the five-year term of office of the previous incumbent on a day off. The candidate who receives an absolute majority of the votes in the direct election is elected. If none of the candidates succeeds in the first ballot, two weeks after the first ballot, in this case on May 24, 2015, there will be a runoff between the two candidates with the highest number of votes from the first ballot.

All Polish citizens over 35 years of age were eligible to vote. Around 30 million active voters were called upon to cast their votes on May 10th and 24th between 7am and 9pm.

Starting position and search for candidates

After Prime Minister Donald Tusk moved to Brussels in September 2014, whose government, which had been functioning smoothly for seven years, ensured previously unknown political stability in the third republic, his successor Ewa Kopacz was confronted with growing dissatisfaction. At the end of 2014, her party, the liberal-conservative Civic Platform, lost a nationwide election for the first time since 2005 against its conservative rival, the Law and Justice party of Jarosław Kaczyński (26.7 to 26.4 percent). The government's announcement in January 2015 that it would rehabilitate the traditional but crisis-ridden Polish coal industry and close four of 14 mines of the state-owned Kompania Węglowa led to mass protests; Before the European elections in Poland in 2014 , Tusk announced that there would be no mine closings. After the announcement of a general strike , the government withdrew its project, but according to surveys it remained damaged, especially since Kopacz then left three close employees and wing struggles became noticeable in the ideologically and regionally fragmented civil platform. So far, the incumbent Polish President Komorowski, who is supported by the Civic Platform, has remained unaffected by these difficulties and, according to a survey from December 2014, had a very high level of approval of his office (73 percent) and excellent personal popularity ratings (79 percent). In view of the strong position of Komorowski, there were no heavyweights in Polish politics against him, but rather unknowns and “dropouts and lateral drivers”, which has been described as a problem for the as yet unsettled Polish democracy.

The conservative Law and Justice party, which had dominated Polish politics in the mid-2000s under the Kaczyński brothers, but was then pushed to second place by Tusk's Civic Platform, was about to make a possible comeback to the government. Instead of running himself and reducing the prospects for the autumn parliamentary election in the event of a defeat by the popular incumbent , chairman Jarosław Kaczyński sent the former right-hand man of his brother Lech, who died in 2010 as president, Andrzej Duda, into the race. The EU parliamentarian was widely respected and popular, but little known and so far untested in the front row.

The ex-communist, social-democratic alliance of the Democratic Left, which dominated the political landscape of Poland in the 1990s and early 2000s and had been marginalized by the civic platform's cleverly left-wing integrating strategy, had problems finding a suitable candidate for the election to find. The chairman Leszek Miller turned down his own candidacy so as not to exacerbate the difficulties of his party in the event of an expected defeat, and was unable to push through his preferred candidate Ryszard Kalisz internally. Instead, in January 2015, the almost unknown 35-year-old Magdalena Ogórek was chosen as the candidate, whose indescription as a candidate, her good looks and her fame from TV appearances led to a lot of media attention, but also to ridicule. In the course of the election campaign, the party distanced itself from the candidate who, as an independent, only entered the election with financial support from the Social Democrats.

The agrarian Polish People's Party , which is aiming to move in as the third party in the next parliamentary election, was faced with the decision whether to put up a candidate at all or to support the incumbent president, since the party's core electorate hardly takes part in the presidential elections and its candidates in the last two Elections only got about two percent. However, they decided on their own candidate, the regional politician Adam Jarubas .

Political scientist Aleks Szczerbiak saw the presidential candidacy of the left-liberal Janusz Palikot as the "last contingent" of his political career ("last hurray").

Election campaign

At the beginning of the election campaign in early 2015, Komorowski was well in the lead with high popularity ratings; he had the prospect of an absolute majority on May 10, which would make a second ballot unnecessary. In polls, Andrzej Duda from the conservative Law and Justice party followed by a double-digit margin. At the beginning of his election campaign in February 2015, Duda announced that he wanted to inherit the then President Lech Kaczyński, who died in an accident in 2010 , and that he would campaign for social equalization, above all by lowering the retirement age and increasing the tax-free amount to at least 8,000 zlotys.

Support for the candidate of the largest left party, the Federation of the Democratic Left, Magdalena Ogórek, was estimated at only around five to ten percent of the electorate, which was attributed to her inexperience and youth. She was shielded from the press and tried to awaken a spirit of optimism for a “European generation” in which she identified the youth and a new entrepreneurial spirit. In February 2014, she called for Russia - whose policies she did not approve of - to no longer be viewed as the main enemy, but to return to cooperation; The Polish government of the liberal-conservative Civic Platform and the incumbent President Komorowski have been among the sharpest critics of Russian President Putin in the Ukraine war since 2014 .

By mid-March, Andrzej Duda managed to make up ground through convincing performances in town hall format and concrete political commitments. In the polls it was significantly improved at up to 30 percent, while the incumbent president showed an inconspicuous, detached campaign style and in the polls slipped well below 50, sometimes even below 40 percent. Therefore - if the prospects were still good for him - a runoff election was very likely.

The incumbent increasingly focused on national security and foreign policy issues, especially in the tense relationship with Russia; In polls - unusual for a presidential election - the population called this policy area the most important. In addition to the media presence at major events, including the 70th anniversary of the war's end 1945, two days before the election, visited Komorowski the American destroyer USS Jason Dunham , announced the purchase of its own Patriot - aircraft missiles and gave a speech to soldiers at the border with the Russian exclave of Kaliningrad . Both the election date and Komorowski's appearances caused criticism. His main competitor, Duda, struck an even harsher tone and called for an aggressive regional leadership role instead of Poland's subordination to the common EU foreign policy.

Some of the other candidates like Magdalena Ogórek, Adam Jarubas and Janusz Palikot advocated a less confrontational policy, and Janusz Korwin-Mikke called for Polish neutrality instead of being offered to the United States.

The rise of the right-wing populist rock musician Paweł Kukiz as an independent applicant in the last few weeks before the election to up to 16 percent and thus to the third position of the candidates was partly explained by his largely ignoring foreign policy in a youth tired from the political dispute.

The outcome of the runoff election on May 24, 2015 between the two applicants with the most votes, Duda and Komorowski, was completely open; Polls predicted a head-to-head race. Since a voter died while voting in the Silesian town of Kowale, the election silence and with it the announcement of the first forecasts on May 24th until 10.30pm was delayed.

Vote from Poles abroad

Majorities in Poland abroad by country. Note the significantly different numbers of voters. Only in a few countries did more than 1,000 people vote (see table opposite).

Polish citizens abroad were also eligible to vote. A total of 158,395 valid votes were cast by Poles abroad in the second ballot . 88,598 (55.9%) voted for Duda and 69,797 (44.1%) for Komorowski. The markedly different voting behavior in individual countries was remarkable. As in previous elections, the Poles in the United States and Canada voted much more nationally and conservatively.
