The self-government elections in Poland in 2018 took place in two ballots. The first was held on October 21st and eventual runoff elections for mayor two weeks later (November 4th). The electorate decided on the composition of Sejmiks , district assemblies , municipal councils and Warsaw district councils and elected community leaders, mayors or city presidents.

The State Election Commission (Polish: Państwowa Komisja Wyborcza - PKW) gave the Prime Minister three election dates for the first ballot (October 21, October 28 and November 4, 2018). The decision had to be made between July 16 and August 16, 2018. The corresponding ordinance of August 13, 2018 was published in the law gazette the following day.

Striving for change

Under the leadership of Jacek Sasin, the ruling law and justice party pushed the plan to enlarge the urban area of Warsaw by 32 surrounding communities . Since the PiS party was the strongest party in 30 municipalities in the 2015 parliamentary elections , critics accused it of tactical motivation. In plebiscites in Legionowo and Nieporęt , a large majority of voters decided against joining (94.27% and 96.09% against). The required voter turnout ( quorum ) of 30% was achieved in both cases, so that the results are valid. On May 15, 2017, Sasin announced that the reform would not come into effect until the 2018 local government elections.

Another proposal by the PiS was to limit the term of office of the city ​​president , mayor and Wójts to a maximum of two terms. The regulation should apply retrospectively, which was viewed critically by legal experts and opposition politicians. On May 15, 2017, party chairman Jarosław Kaczyński ruled out the project for election in 2018. The reason for this are concerns of President Andrzej Duda and a possible defeat at the Constitutional Court .

Duda also considered holding the local government elections along with a referendum on constitutional amendments. Regardless of this, the voting initiative was rejected by a majority by the Senate .

Amendment of the electoral law

On December 14, 2017, the Sejm adopted an amendment to the electoral law with the votes of the ruling PiS party. Thereafter, the terms of office and legislature will be extended from four to five years. In addition, the term of office of community leaders, mayors and city presidents was limited to two terms, although contrary to earlier plans there is no retroactive effect. All nominations are listed on a large sheet of paper. This took into account the criticism of the form of the magazine, which is attributed to the privileged position of electoral committees and the high number of invalid votes in the municipal elections in 2014 . Several changes were made in the course of the legislative process. The majority election in the municipalities was originally supposed to be replaced by proportional representation without exception, but will now only affect municipalities with more than 20,000 inhabitants. The postal vote was abolished, which aroused criticism, especially among disabled people. Although the adopted version is less controversial than its original version, the chairman of the State Electoral Commission Wojciech Hermeliński criticized the amendment, among other things, because of the expanded powers of the Interior Minister. The Senate changed the law so that only disabled people can vote by mail. It was signed by the President on January 16, 2018.

List order on the ballot

On September 26, the State Election Commission decided the order of the electoral lists of electoral committees participating nationwide. To be considered as such, an electoral committee must have registered its lists of candidates in at least half of the constituencies and must stand in all Sejmik elections. Ten met these requirements. Seven election committees were founded by parties, five each by one (KW) and two by party alliances (KKW). The remaining three are formally independent (KWW).

Election analysis

In addition to classic promises such as the renewal of streets and schools, the fight against smog was also present across all parties. The opposition parties in the Sejm postulated the strengthening of self-government through decentralization. The alliance formed by the Citizens ' Platform , Nowoczesna and the initiative Poland around Barbara Nowacka under the name of the Citizens' Coalition (KO) proposed the abolition of the voivode , which represents the central government at the voivodship level. Fast internet in all municipalities ( PiS ) and the financing of in-vitro fertilization ( SLD ) were also discussed in the election campaign. There was a strong focus on the mayor election in Warsaw, in which Rafał Trzaskowski and Patryk Jaki dueled.

According to the political scientist Adam Jarosz , the PiS can be considered the election winner despite its defeats in the big cities . The Sejmik elections gave her an absolute majority in six (five more than in 2014) out of 16 voivodeship days, the citizen coalition only in one. It improved by 7.24 percentage points, but fell short of expectations. The successes in the liberal Voivodeships of Lower Silesia and Silesia were surprising. Even though the Polish People's Party (PSL) suffered heavy losses compared to the exceptionally good result in the previous election, it was able to maintain its strong position in self-government. The dwindling number of voters for the SLD was once again confirmed. As a newcomer, Kukiz'15 did not manage to gain mandates and to take root locally after entering the Polish parliament . Due to the strong result in Lower Silesia, the non-party self-administrators (BS) took on the role of kingmaker there. Kaczyński's PiS also made the race among the parties in the district assemblies and local councils . In rural areas, the citizen coalition is "very weakly positioned". She was able to score points in the city presidential elections, either with her own or with her associated but formally non-party candidates as part of an electoral committee. For example in the case of Hanna Zdanowska in Łódź .

The election itself went without any major problems.

After the elections, the National Conservatives succeeded in entering the executive bodies of the Lower Silesian Voivodeship through a coalition of PiS and BS. The small coalition partner could be promised projects that are only within the competence of the central government: For example, the lowering of a tax levied on copper mining and investments in roads and railways. Cezary Przybylski (BS) remains voivodeship marshal . In Silesia, the anti-PiS camp achieved a wafer-thin majority of one MP in the Voivodeship Day, which it subsequently lost when Wojciech Kałuża changed sides . As a result, the executive bodies in eight voivodeships are in the sphere of influence of the PiS and the other eight in that of the government opponents.

The turnout reached a record 54.96% in the first ballot. In the Masovian Voivodeship it was the largest with 61.02%, while the Opole Voivodeship performed the worst (48.72%).
