The 2014 self-government elections in Poland were divided into two rounds. The first took place on November 16, 2014 and any runoff elections for the mayor's office two weeks later. The mandatory regulation was signed by Prime Minister Donald Tusk on August 20, 2014 . Those entitled to vote were able to vote on the composition of Sejmiks , district assemblies , local councils and Warsaw district councils and elect community leaders, mayors or city presidents.

List order on the ballot

On October 17, the State Election Commission (Polish: Państwowa Komisja Wyborcza - PKW) determined the order of the electoral lists of nationally participating parties. To be considered as such, a party must have registered its candidate lists in at least half of the constituencies and must stand in all Sejmik elections.

In view of the new EU funding period 2014–2020, the election played a special role. The investment sums for the self-governing bodies turned out to be even larger than in the old period 2007–2013.

The election campaign was shaped by regional issues such as free public transport and its improvement. Various parties called for the term of office of the community leaders, mayors and city presidents to be limited to a maximum of two legislative periods. The role of parties grew with the size of an administrative unit. “At the voivodship level , they are basically the only actors in the power structures.” The German minority , with its traditionally strong results, is an exception in the Opole voivodeship . Local initiatives predominated in communities and small towns. The voter turnout for the PO was higher in large cities than in rural areas; exactly the opposite is the case with the PiS . Although it was able to achieve good results in the runoff elections for community leaders, mayors or city presidents, it is not able to form coalitions in the voivodeships. Accordingly, 15 out of 16 voivodeships are PO- PSL -managed.

The peasant party PSL recorded the strongest increase in votes in the elections to the Sejmiks . She is seen as the real election winner. The alliance of the Democratic Left has been marginalized. Smaller parties such as TR and KNP were not successful here, although the left-liberal TR, with its candidate Robert Biedroń , succeeded in appointing the mayor of Slupsk . Biedroń told media attention after he publicly as homosexual outed had.

A controversy sparked enormous problems with the counting of votes by the State Electoral Commission. The official election results were not announced until a week after the election. In some cases, the rather high discrepancy between forecast values ​​and final results was noticed. In retrospect, the PiS party did 5 percentage points worse and the PSL did 6 percentage points better. The party chairman of the national conservatives Jarosław Kaczyński assumed election fraud; many other critics, such as the SLD, also called for a redial. The then incumbent President Bronisław Komorowski ruled this out. The high proportion of invalid votes led to protests and even the occupation of the election commission by demonstrators. "The district courts received several times more appeals than in previous elections." In some cases, some electoral alliances were not listed on the ballot. As a consequence, the members of the PKW resigned. The chaos is due on the one hand to the inadequately tested computer system and complicated ballot papers.

The turnout in the first ballot was 47.40 percent, the highest in municipal elections to date. It was highest in the Świętokrzyskie voivodeship at 53.25 percent, and lowest in the Opole voivodeship at 42.13 percent . In the second ballot, the turnout was 39.97 percent. The percentage of invalid votes had never been so high at an average of 9.76%.

In terms of votes received, PiS became the strongest force in five voivodships, PSL in four, three more than in the 2010 local government elections . The Civic Platform lost six voivodships to seven.

Amendment of the electoral law

After the elections, several opposition parties and the president proposed initiatives to amend the electoral law. A popular initiative was also submitted. On May 15, 2015, the Sejm accepted the presidential project. This introduces transparent ballot boxes and envelopes for the ballot papers. The competencies of representatives (mężowie zaufania) of the participating candidates will be expanded by allowing them to take up the work of the District Election Commission before and after the election. In the official final result, the number of invalid votes including the cause must be stated. The term of office of the election committee members is limited to nine years and their age to 70 years. The respective mayor has to inform the voters by post about the specifications of the election and the requirements for a valid vote. After the law had passed through the Senate and was subsequently signed by the President, most of it came into force on August 12, 2015.
