The Rheinische Sparkassen- und Giroverband ( RSGV ), based in Düsseldorf, is the umbrella organization of the 29 savings banks in the Rhineland and employs around 300 people. It was founded in 1881 as an association of savings banks in Rhineland and Westphalia . The RSGV is organized as a public corporation . The savings banks in the area of ​​the association are compulsory members under the Savings Bank Act for North Rhine-Westphalia . The affiliated savings banks employ more than 27,500 people and represent a business volume of over 162 billion euros.

The RSGV is one of the most important regional associations of the Sparkassen-Finanzgruppe in Germany. Association chairman and president is Michael Breuer . The highest body of the RSGV is the association assembly, which is composed of representatives of the savings banks and their owners , the municipalities , districts and savings banks special-purpose associations . history

From the foundation to 1932

On June 28, 1881, the order to found the Association of Savings Banks in Rhineland and Westphalia was given, which was then carried out in Hagen on September 28 of the same year . Previously, on August 27 of the same year, the alderman Carl Heyden had published the magazine “Die Sparkasse” as an organ of the association in Essen. An expansion of the association's activities to West Germany took place on June 22, 1882 and to the territory of the Reich: "Deutscher Sparkassenverband" two years later, on December 6, 1884. In 1886 the mayor Karl Lehr from Duisburg took over the chairmanship of the association, which in 1890 moved to Berlin was relocated. From here on June 20, 1891 the establishment of the "Rheinisch-Westfälischer Sparkassenverband" was initiated. 1933 to 1945

On January 1, 1933, Lord Mayor Schäfer from Essen was appointed head of the association and Director Lohe, Düsseldorf, became the association's managing director. At the first association meeting on August 18, 1933 in Düsseldorf, Mayor Schäfer was elected full-time association chairman. On October 1, 1933, the establishment of the auditors of the Rhenish Savings Banks and Giro Association followed and on November 29, 1933, the dissolution and liquidation of the Rhenish-Westphalian Savings Bank Association was decided. On December 1, 1941, the savings banks left the former Prussian part of Saarland and became a member of the newly founded Savings Banks and Giro Association Westmark.

1945 to 1976

After the end of the war in 1945, the Rhine Province was divided into a part of North Rhine ( British zone of occupation ) and the southern part was incorporated into the province of Rhineland-Hesse-Nassau ( French zone of occupation ). To safeguard the interests of the savings banks in this area, a branch was set up in Sankt Goar , which was relocated to Neuwied in 1947 and to Koblenz in 1949 . The form set up by the association in 1945 was transferred to Deutsche Sparkassenverlag in 1949 . On August 4, 1949, the association assembly in Düsseldorf decided to adopt the new association statutes and the democratic order could be reintroduced. On November 29, 1951, Minister of Finance a. D. A new staff representation law came into effect on June 1, 1958, and businessman Ernst Schöttler from Cologne became the new association manager in 1959 after Unbehend's death on November 22, 1958. In 1963, the savings banks' booking associations were founded under the leadership of the association. On September 3 of the same year, the association assembly in Mülheim ad Ruhr elected Friedel Neuber as association chairman. The association participated in the newly founded Sparkassen Rechenzentrum Rheinland GmbH. On July 10, 1970, the “Law on the Savings Banks, on the Girozentrale and Savings Banks and Giro Associations” came into force, and on September 1, 1970, the “Ordinance on the Operation and Business of the Savings Banks”. On May 1, 1971, Johannes Fröhlings was elected as the new association manager after Ernst Schöttler . The foundation stone for the association building was laid on November 21, 1972, and the Savings Banks Act was amended on April 8, 1975. A new association statute came into force on January 1, 1976.

2000s

On the basis of a new savings bank law, the merger of the two NRW savings bank associations was planned for the end of 2012. In 2017 the idea was not pursued any further.
