Vincenzo Dalberti (born February 20, 1763 in Milan , † April 6, 1849 in Olivone ) was a Swiss priest and Ticino statesman, politician and Ticino Grand Councilor and State Councilor .

biography

Vincenzo Dalberti was born in Milan as the son of Gian Domenico, chocolate manufacturer, and Anna Maria Barera. he had the poet Giuseppe Parini as his teacher. He was ordained a priest in Milan in 1786, but had already been endowed with a benefice in Olivone in 1783.

Sub-Prefect of Blenio 1798–1800, he was Chaplain of Olivone when he was on July 15. 1801 was elected a member of the cantonal assembly. August 1802 he was a member of the commission entrusted with drafting a cantonal constitution. Under mediation , he was the first president of the Ticino Small Council. He took part in the Consulta of Solothurn and was commissioned in 1813 to negotiate with the Minister Giuseppe Prina. He defended the sovereignty and independence rights of the canton of Ticino. 1815-1817 he was expelled from the government, in 1817 he was appointed state clerk, and until 1830 he was a member of the cantonal government.

With the Restoration he had to leave the government, but from 1830 to 1837 he was again a State Councilor, and in 1839 he was re-elected State Secretary. He sat on the Ticino Grand Council from 1803 to 1815, from 1820 to 1830 and from 1841 to 1841; He was chairman seven times and represented Ticino at the Swiss Confederation four times. Tagsatzung (in Zurich 1813, 1814 and 1815; in Bern 1830). He was involved in the founding of the public non-profit society and in 1833 he chaired the assembly of the Swiss Society for Natural Research in Lugano . As a champion of popular education, he and other Olivone figures gave the sum of 34,500 lire to found a monastery of eight monks in Olivone who were entrusted with teaching philosophy. In 1842 he was almost the only one who publicly opposed the constitutional reform just passed by parliament.
