Before the start of the season, the league was divided into two seasons (north and south) of sixteen teams each. The season was played in the respective season in the mode "everyone against everyone" with a return game. The champions of the two seasons rose to the basketball Bundesliga 2004/05 , while the two worst teams in the final table were relegated to the respective regional leagues.

By increasing the first basketball league to sixteen teams, there were no relegations to the second division.
At the end of the season, Schwelmer Baskets (North) and SV Tübingen (South) were champions of the 2nd Bundesliga .
During the season there were disputes, especially in the Northern group, about the status and eligibility of players of foreign origin who do not come from states of the European Union or those who are associated with it. The AG 2. Basketball-Bundesliga endeavored to regulate the consequences of the arbitration judgments, in particular by Düsseldorf Magics, clearly and unambiguously.
2 After the license withdrawals for Brandt Hagen and MBC Weißenfels in the first basketball league, there were no first division relegated to the second division in the following season, so that TSV Breitengüßbach could remain in the league.
