A 365-euro ticket, also known as a 365-euro annual ticket, is a season ticket in public transport that entitles you to unlimited travel in a certain area at the price of one euro per day.

Introduced for the first time in Vienna , the general introduction of such a ticket based on the Viennese model is being discussed in various cities and German states in both Austria and Germany . The discussion about the introduction according to the “Vienna Model” has intensified, especially since the consequences of climate change have become a political issue not only for the Green parties. Currently (August 2019) this season ticket variant only exists in Görlitz , Radolfzell and Reutlingen in Germany , whereby other, similar season tickets are otherwise almost exclusively sold to individual user groups (trainees, senior citizens, new customers).

Austria

Nationwide

Austria ticket

In 2008, the Austrian People's Party (ÖVP) promised in its election manifesto to introduce an “Austria Ticket” for everyone. This ticket should be valid for all connections, whether train, bus, tram or subway. Adults and families should pay 1,490 euros (approx. 125 euros per month) for such an annual ticket, pensioners 1,190 euros (approx. 99 euros per month) and young people and disabled people 990 euros (approx. 83 euros per month). The “Austria Ticket” would replace the Österreichcard of the Austrian Federal Railways (ÖBB) , which is valid in all local and long-distance trains of the ÖBB (including IC buses and inner-city S-Bahn lines) as well as in the trains of all regional private railways , but not on regional bus lines of the transport associations and not in urban transport of the respective transport companies.

Although the “Austria Ticket” was included in several government agreements between the SPÖ and ÖVP , it was never realized. Transport Minister Doris Bures (SPÖ) tended to focus on expanding the rail infrastructure. In July 2019, the Social Democratic Party of Austria (SPÖ) requested a “1-2-3 climate ticket”. This should cost 365 euros for one federal state, 730 euros for three federal states and 1,095 euros for the whole of Austria and for all public transport in the respective area, so the price level 2 should generally apply to three federal states, unlike the Greens.

The negotiations on the variants for one and two federal states have not been concluded and an introduction in 2021 is not certain.

The existing Österreichcard , which is recognized as an annual network card on the trains of all Austrian rail companies with the exception of alternative rail operators, cost € 1,889 for 2nd class in 2019 and € 1,944 in 2020. The nationwide new "Austria Ticket" (or whatever it will ultimately be officially called) at a price of 1,095 euros would then be almost half the price and would be valid across Austria on all public transport (train, regional buses, city transport); it would thus be the Austrian equivalent of the Swiss GA travelcard . It is not known whether the new “Austria Ticket” should also be valid for alternative rail and bus operators.

On June 15, 2020, at a conference in the Ministry of Transport with representatives of railway companies, the federal states, the transport associations and the municipal transport companies, further details were announced: For under-26s and seniors aged 64 and over, the "Austria ticket" should only be 820 Cost euros (25% discount); With an additional ticket for 109 euros, up to four children under the age of 15 should be able to travel free of charge; A surcharge for 1st class should also be possible, although it remained unclear whether per trip or for the duration of the basic card.
At the conference it turned out that the agreement on the financing communicated at the beginning of June was made without consultation with the federal states and that the compensation modalities have by no means yet been determined, but that the ministry has only now presented several compensation models. The lack of prior consultation with the federal states met with general resentment among their representatives. The governor of Burgenland , Hans Peter Doskozil ( SPÖ ), publicly expressed sharp criticism of the approach and qualified it as a "night and fog action" as well as "amateurish" and "not well thought out".

Burgenland / Lower Austria

Vorarlberg

Vienna

The idea of ​​a cheap annual ticket for Vienna goes back to an election promise made by the Vienna Greens with their top candidate Maria Vassilakou for the 2010 municipal council election to introduce an annual ticket for 100 euros. In the first red-green city ​​government that followed, Vassilakou became deputy mayor and city councilor for urban development, transport, climate protection, energy planning and citizen participation, but the demand for a 100-euro annual ticket met with resistance from financial councilor Renate Brauner ( SPÖ ), Wiener Linien even demanded an increase in the existing price of 449 euros by 13 percent. Ultimately, a compromise emerged: the 365-euro annual pass or annual pass for one euro per day, which was introduced on May 1, 2012 for normal paying passengers (there is an even cheaper annual pass for senior citizens). Despite the interim increase in the other Wiener Linien tariffs, the annual ticket has not yet been made more expensive (as of June 2020).

The number of annual ticket holders has doubled from 363,000 in 2011 to the end of 2016 and reached the record number of 800,000 annual tickets sold in November 2018. In 2019 the number increased to 850,000.

Despite the enormous increase in sales, the 365-euro annual ticket does not pay for itself due to the associated increase in passenger numbers and the necessary increase in driving operations. The income from sales covers around 60 percent of operating costs, the remaining 40 percent is subsidized. In order to cover costs, the annual ticket would have had to cost 730 euros in 2015. A grant of around 500 million has been budgeted for 2017.

Discussion and criticism

The principle criticism of a stipulation of the magical 365 euros is that the price would be cemented and inflation-related price increases would be difficult to achieve. In addition, a drastic price reduction to 365 euros would hardly be reversible if the 365-euro ticket does not lead to a significant increase in sales and loss of income, according to tariff expert Stefan Weigele, who warned against the introduction of the 365-euro ticket in Vienna .

The fact that there has been a massive increase in annual tickets in Vienna and the price has not been increased for eight years is largely due to the gradual expansion of parking space management, which Wegele, like all traffic experts, sees as an “effective measure” . In Vorarlberg, on the other hand, there has already been two increases since the 2014 tariff reform and also twice in Tyrol since the 2017 tariff reform (as of 2020).

In general, what is more important than the price is what is on offer - especially tight intervals and no overcrowded trains - Weigele and Univ.-Prof. Sebastian Kummer from the Institute for Transport at the Vienna University of Economics and Business . With regard to the “1-2-3 ticket”, the latter sees the need for additional expenditure for infrastructure expansion and speed increase of 1 to 2 billion euros annually, which are currently not planned.

The “1-2-3 ticket” also criticizes the unit price fixed on the unit federal state regardless of its size, because it leads to a distortion of the distance / price ratio, which is not fair. The need for the entire state is mostly not even given, which for some even leads to an increase in price instead of a cheaper one, also for short cross-state commuter routes. The main point of criticism is that the "1-2-3-Ticket" is a discount for long-distance commuters, but that it will not be cheaper for all other users of public transport despite the high prices for single tickets.

In June 2020 the governor of Burgenland , Hans Peter Doskozil ( SPÖ ), joined the critics and, in addition to criticizing the minister's approach, also fundamentally criticized the “1-2-3 ticket”. He sees a massive disadvantage for the Burgenland commuters, because a Lower Austrian commuting to Vienna would have to pay 730 euros (2 federal states), and a Burgenland living a few kilometers near the Lower Austrian border had to pay the Austria variant for 1,095 euros because of the journey through three federal states need. There is no official information on the expected or forecast number of “Austria Tickets” sold. Baden-Württemberg

The spokesman for the Association of German Transport Companies said in February 2019 that the Vienna model could not simply be transferred to Germany. In Vienna, public transport is also financed by the employer tax, which is not legally possible in Germany .
