The 662 delegates of the FDP federal party congress unanimously decided to call for a vote “For a new beginning - with a new majority” for the early federal election on September 18, 2005 . A “traffic light coalition” with the SPD and the Greens was rejected. Only a coalition with the CDU / CSU union parties would enable “a real new beginning”. In his keynote speech, party chairman Guido Westerwelle spoke about the economic situation, tax reform, research, education and training, and social policy. He also introduced his “competence team”.
