The Free Democratic Party held the federal party convention of the FDP in 1971 from October 25 to 27, 1971 in Freiburg . It was the 22nd regular federal party conference of the FDP in the Federal Republic of Germany .

Quite similar to the first party congress in the southern Baden city three and a half years earlier, another personnel decision was linked to the party congress. For the first time the delegates installed the office of general secretary.

In addition, a new program was decided with the “ Freiburg Theses ”, which replaced the 1957 Berlin program . It only dealt with a few social and socio-political topics such as property management, co-determination , wealth creation and environmental protection (!). But it was all about the political discourses sparked by the student movement of the late 1960s. In particular, the demanding introduction written by Werner Maihofer was understood as a repositioning in the sense of a social and reform-oriented liberalism in the tradition of Friedrich Naumann . Karl-Hermann Flach , the new FDP general secretary, did not participate in the formulation of the Freiburg theses, but shortly before that he had shown very similar perspectives for the FDP with his pamphlet “Another chance for the liberals”.

On the one hand, the Freiburg party congress confirmed the formation of a coalition with the SPD in October 1969 in terms of content and program , but at the same time it was perceived as a departure to new liberal shores. This mood contributed a lot to the success of the November 1972 federal elections . However, in the following year in the wake of the “first oil crisis ”, the economic framework conditions, which were assessed as overly optimistic, changed massively. The FDP took this development into account in 1977 with a “market economy supplement” to the Freiburg theses in the form of the “ Kiel Theses ”, which were adopted at the FDP federal party conference in November 1977.
