At the party congress, the West German FDP joined forces with the East German liberal parties, the Bund Free Democrats , the German Forum Party and the GDR FDP . The unification party conference began immediately after the extraordinary federal party conference on August 11 at 4:00 p.m.

The delegates of the FDP were invited to the unification congress by the party chairman on June 29, 1990. A draft agenda was sent with the invitation.

The conference presidium was formed by Wolfgang Lüder , Ruth Wagner , Ina Albowitz , Jürgen Neubert (FDP of the GDR), Reinhard Nissel (Union of Free Democrats).

So that a new federal board could be elected, all West German board members who had been elected in October 1988 had announced their early resignation.
