The Federal Congress of the FDP in 2004 held the FDP from 5 to 6 June 2004 in Dresden from. It was the 55th ordinary federal party conference of the FDP in the Federal Republic of Germany .

The party congress was dominated by the European elections in June. The leader of the FDP parliamentary group, Wolfgang Gerhardt, and the party leader, Guido Westerwelle , advocate a German foreign policy based on the rule of law and freedom.

"Guiding principles for a free and fair society" and "Ten liberal guiding principles for the transatlantic relationship" were adopted and a resolution was passed to suspend conscription . A model for reforming the health care system , papers to simplify sales tax , inheritance tax on business assets and reducing bureaucracy were also adopted, and an economic policy paper entitled “Create jobs - break up power cartels” was adopted.
