The Federal Congress of the FDP in 1965 held the FDP from 21 to 23 March 1965 in the Zoo Society House in Frankfurt am Main from. It was the 16th ordinary federal party conference of the FDP in the Federal Republic of Germany .

The party congress took place in the run-up to the federal elections in October 1965 . Hildegard Hamm-Brücher presented an analysis of the educational policy situation in West Germany. She lamented the shortcomings in the education system and a "lagging behind the GDR and the western industrialized countries". The reform proposals, which mainly resulted in an expansion of the educational institutions, were adopted by the other parties in their programs after only a few years.
