The Federal Congress of the FDP in 1963 held the FDP from 1 to 3 July 1963 in Munich from. It was the 14th ordinary federal party conference of the FDP in the Federal Republic of Germany . The party congress took place in the Löwenbräukeller .

The focus of the party congress was on the discussion of Wolfgang Mischnick's pension reform plan . Many liberals were dissatisfied with the Adenauer pension reform of 1957 and had voted against it at the time. A commission headed by the then Federal Minister for Displaced Persons therefore presented the so-called “Mischnick Plan”. On the one hand, it was aimed at protecting fellow citizens outside the existing, wage-based pension system , such as the self-employed or social welfare recipients, also in old age. On the other hand, more freedom should be created for private provision. The “Mischnick Plan” therefore provided for a state-financed basic pension, as well as a contribution pension into which 15 years were to be paid, as well as a subsequent private provision. With this model, the foreseeable - and then also occurred - strong increases in contributions and reductions in benefits should be prevented and overall - as Mischnick said in his introductory speech - "the individual's ability to develop in mass society" should be strengthened or at least secured. In 1963 the “Mischnick Plan” did not seem ripe for a decision. He was not pursued further at later FDP federal party conventions.

It was decided that a draft press law framework should be drawn up.

At this party congress, Willi Weyer was elected Deputy Federal Chairman in place of the late Wolfgang Döring with 177 votes, 12 against and 28 abstentions.
