The party conference took place in the Meistersingerhalle . The reason for choosing the location was the upcoming state election in Bavaria in 1966 . The party chairman Erich Mende placed the focus of his speech on Ostpolitik . He called for diplomatic relations to be established with countries in the Eastern Bloc , citing Romania as an example . It is time to form a new focus in Germany policy . Internal German trade should be expanded.

"Anyone who is against a policy of practical steps on the Germany question should also have the courage to admit that he either wants to solve the German question by force or even forego any change in the current situation."

- Erich Mende in his party conference speech

In his presentation, Thomas Dehler described the work of the CDU-FDP coalition . He confessed to this, but attacked the coalition partner like the SPD . The SPD dreams of a grand coalition (which actually came in October of the year after the coalition breakdown), but will never become the guardian of a clear market economy . Regarding the Union he stated:

"We will use every opportunity to force our coalition partner to shape a free social order with us."

- Thomas Dehler in his party conference speech

The party congress made decisions on foreign and German policy, economic and social policy, as well as budget and financial policy. In a resolution, the party congress called for "all disarmament efforts to be supported that are capable of increasing the security of all European states and facilitating the resolution of political questions".

Treasurer Hans Wolfgang Rubin reported on the party's income of 28.6 million DM with expenditure of 27 million DM. The income also included 1.4 million DM from public funds. Parts of the FDP rejected state funding from parties.

Federal Managing Director Hans Friderichs held his annual report on the subject of “fields of force in modern parties”.
