The preliminary round was played in two groups (group A and B) of four (group A) and five (group B) teams. Each team played against each other exactly once, so that each team played exactly three (Group A) or four games (a total of 16 games were played). There were two points for each win and one point for a defeat. The two teams with the highest points moved into the semi-finals. In the event of a tie, the direct comparison decided . Since the teams placed second to fourth in Group A were tied and Mali won against Tunisia, Tunisia against Nigeria and Nigeria against Mali, the relative basket ratio of these three games decided. Since Mali had the better basket ratio with +7 compared to Tunisia (+5) and Nigeria (−12), the team moved into the semi-finals as second in the group. There Angola played against Egypt and the Central African Republic against Mali for a place in the final. The third placed played for fifth place and the fourth placed for seventh place. Algeria landed last in Group B in ninth place overall and was thus last of the tournament.
