Burlington was organized as an independent town on March 8, 1832. Previously, the area was known as Township No. 2, First Range North of Bingham's Penobscot Purchase (T2 R1 NBPP) and Hurd's Ridge . In 1835 an area previously known as the two mile strip was added and part of Lowell was added in 1847.

Settlement in the area started in 1824, probably the first settler was Tristam Hurd, after whom Hurd Ridge is named.
