Plymouth was organized as a town on February 21, 1826. The area of ​​the new town of Plymouth included parts of the town of Edna and the township T5 R2 NWP. The town was named after Plymouth in Massachusetts , which was named after Plymouth in England .

The town was able to grow economically thanks to the hydropower used on the Martin Stream. By 1880 Plymouth had 828 people, ten shops, two hotels, and nine public schools.
